BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.

Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

To support in this mission, WFP is seeking an individual to join the Career Management Branch (HRMTC), of the Human Resources Division (HRM). The work of this branch strongly influences WFP's approach to people management, and in turn, plays a key role WFP's overall effectiveness. The individual will be joining a dynamic team which works on a variety of initiatives including learning and development, career management and development, performance management, WFP's internal promotion processes, staff engagement and support to diversity and inclusion.

In 2022 HRMTC launched the WFP Leadership Framework (LFW) which establishes leadership standards of behaviour that apply to all employees and guide HOW we work together to accomplish our mission. The organisation development specialist will lead the implementation and activation of the leadership framework worldwide and lead employee experience initiatives. S/he will report to the Head, Organizational Learning, and work closely with colleagues in the team to ensure that the framework is integrated into all leadership and development initiatives and contribute to other people and capability development initiatives.

This role requires an individual with depth of knowledge in designing and activating organisation development initiatives, with extensive experience in leading change and creating learning and development initiatives that are relevant for those who lead the organization, those who lead teams, and those who lead self. S/he will collaborate with all branches within the HRM division as well as stakeholders from other offices, divisions and departments to ensure integration of the framework in all relevant people processes. Given the foreseen launch of a GSS in 2026, the specialist will also play a critical role in this initiative.

ACCOUNTABILITIES/RESPONSIBILITIES:

Strategically lead and manage the engagement and activation of the Leadership Framework and related people and capability development initiatives throughout the organization:

1. Lead the ongoing implementation of the engagement and activation strategy for the Leadership Framework ensuring concrete action is taken for its activation at the regional, country and field office levels; Particular focus on high-risk countries that have not participated in a field mission in 2023.

2. Develop and implement a proposal for a 2026 activation campaign to bring new energy and impetus, including the potential involvement of the new leadership group.

3. Sustain and strengthen the sustainable integration of the Leadership Framework into HRM people processes both at the HQ centralized level – including skills definitions in HCM - – as well as at the local level.

4. Lead and strengthen the integration of the leadership framework into workplace culture initiatives through active partnering and working on joint plans. Collaborate with other potential internal partners for the promotion of a culture of humility, learning, and sharing feedback.

5. Contribute to the development and delivery of the Leadership Team Development service offering, including the design of the overall approach, resources and processes, the coordination of the coaches and the members of the internal team, and support actual team interventions as a member of the internal core team.

6. Participate in the assessment of potential new coaches to expand the diversity of the team coaching pool delivering the Leadership Team Development service.

7. The Organisation Development specialist may be required to contribute to other projects relevant to any of the strategic priorities reflected in the work plan for the HRMTC branch;

8. The Organisation Development specialist may be required to lead, manage, and motivate a project team, monitoring performance, providing coaching, training, and guidance to ensure appropriate development and enable high performance;

DELIVERABLES AT THE END OF THE CONTRACT:

1. Requests for mission to support the activation of the Leadership Framework were accommodated, either by the team in HQ or by the focal points in the region.

2. A 2026 activation campaign proposal is endorsed and implemented to create new energy and engagement with the Leadership Framework and employee experience initiatives.

3. The toolkit for the activation of the Leadership Framework is strengthened and streamlined, including resources to support the integration of the Leadership Framework into all people processes.

4. The learning and development strategy and initiatives for the LF behaviours is set up. Further initiatives for engagement and development are put in place as needed.

5. The Leadership Framework is fully integrated into people processes and development programmes and initiatives.

6. The service offering for the Leadership Teams Development service is clearly defined in a concrete protocol.

7. Two toolkits are launched as part of the Leadership Teams Development service: one for coaches, and one for teams.

8. The GSS exercise is effectively carried out between Q3/Q4 2026.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced university degree in Organizational Design and Development, Education, Learning and Development, or related field

Experience:

  • 6+ years' experience in designing and implementing organizational development initiatives, driving organisational change, leading global capability/development solutions in large international organisations
  • International work experience, having worked in multi-cultural teams and organizations
  • Experience of implementing capability development transformation initiatives in global organisations
  • Experience in assessment of skills and behaviours
  • Experience in building learning solutions that meet a variety of organizational and developmental needs
  • Experience in managing a team of learning experts

Knowledge & Skills:

  • Demonstrated knowledge and application of best practices in the field of organizational and learning development
  • Experience in the assessment of skills and behaviours
  • Extensive experience in designing and deploying complex learning solutions
  • Experience in leading and managing large scale behavioural and culture change initiatives
  • Ability to identify and implement strategic initiatives with a solution-focused approach
  • Excellent interpersonal and cross-cultural skills to collaborate and influence internally with various stakeholders and subject matter experts
  • Excellent project management skills and delivery capability
  • Demonstrated people management skills
  • Excellent communication and facilitations skills
  • Strong creative problems solving skills; agile, flexible and patient; ability to work with ambiguity, constructive approach to overcoming challenges and build consensus across diverse and global teams.

Languages:

  • Excellent knowledge of English. Good working knowledge of a second UN language preferably French, Spanish, or Arabic is desirable
