BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Under the direct supervision of a senior Procurement Officer, the consultant will besponsible for the
execution of food procurement contracts. To this end, the consultant will manage and coordinate effective
relationships with suppliers and inspectors firms to ensure quality control, specification conformity,
volume assessment, monitoring and verification of deliveries.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Work in close collaboration with internal counterparts (Shipping and Food Safety & Quality)
and external partners including suppliers, inspection companies, etc to align procurement
activities with wider programmes and ensure a coherent approach to meeting food assistance
needs.
2. Track and analyze data to monitor the execution of contracts and to support formulation of
recommendations for process improvement.
3. Contribute towards the development of procurement plans and processes ensuring compliance
with wider procurement policies and WFP standards.
4. Participate in development of procurement programs and operational activities by supporting
the Commodity Specialist, (e.g. issue tenders, evaluate offers and negotiate/award contracts),
following standard processes to contributing to successful procurement of food commodities.
5. Manage end-to-end procurement process for professional services category for global
operations.
6. Other duties as required and agreed.
DELIVERABLES AT THE END OF THE CONTRACT:
Management of contract execution:
- Streamline procurement execution process in coordination with internal and external stakeholders
- Optimize cargo production/delivery schedule as per recipient operation pipelines and in close
cooperation with suppliers
- Resolve or escalate to higher level the disputes arising from the contract implementation
- Keep records of contract implementation, review lessons learned, constraints and bottlenecks
- Minimize the risk of delay
- Review and process the interim and final Invoices and cargo documents in line with the contractual
terms and conditions
Strengthened Quality control mechanisms:
- Monitor the process of cargo inspection and provide recommendations to the inspection companies to
improve the process, efficiency and effectiveness of superintendence and reporting
- Alert suppliers on actual and/or potential deviations from contractual terms and conditions and
prevent/minimize quality and other (quantity/marking/documentation) potential problems at arrival
TERMS OF REFERENCE
FOR SHORT-TERM/CONSULTANCY CONTRACTS
- Raise the issues of repeated and/or continuous deviations from quality and other requirements and
discuss plan for corrective actions with suppliers and in consultation with Food Quality & Safety Unit and
follow up
- Assess the quality of services provided by superintendence companies and request plan of corrective
actions in the cases of failure or considerable underperformance; Raise the question on suspension of the
inspection companies whenever required
Assist Commodity Specialist in any required task
- Assist in the analysis and evaluation of tender results for the finalization of purchase and award of
contracts
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Bachelor's degree. A post-graduate degree complemented by relevant courses is desired
but not mandatory.
Experience: Less than one year experience in supply chain, procurement, administration or related
fields, including handling transactions/ purchase of commodities/goods/services.
Experience developing timelines and cost reports for suppliers (e.g. retailers,
wholesalers and traders).
Demonstrated experience coordinating procurement processes with other units/ teams
(e.g., logistics, ICT, Administration).
Knowledge
& Skills:
Incoterms, contract management, dispute resolution skills.
Languages: English level C
