The Consultant supports HQ offices in delivering administrative and resource management functions, operating independently under the general guidance of the Chief of MSDI.
Key responsibilities include ensuring continuity of essential services such as Childcare, Catering, Banking, Staff Cooperative, Credit Unions, Farmers Market, Pharmacy, Newsstand, Stationery, Lockers, Gym, Courier, Diplomatic Pouch, and Transportation.
The Consultant fosters effective client relationships, aligning service delivery with user needs, ensuring timely execution, and communicating progress or challenges. He/she leads vendor and contractor management, negotiates complex contracts, and maintains compliance with UN administrative and financial regulations. He/she will establish and maintain efficient administrative control mechanisms to ensure compliance with UN administrative, financial rules and procedures, and report any administrative/budgetary related issues to ensure provision of services and resolution of difficult problems.
Strong supervisory skills are essential as the Consultant leads a team of staffs through a period of organizational change, requiring clear direction, adaptability, and consistent support. Effective leadership will be key to maintaining team cohesion, ensuring service continuity, and fostering a culture receptive to transformation.
Acting as a liaison with UN counterparts and external providers, the Consultant advises on operational issues and recommends solutions within established guidelines. A high degree of autonomy is expected to meet administrative objectives.
ACCOUNTABILITIES / RESPONSIBILITIES
The duties required shall include but are not limited to the following:
Strategic planning and compliance
1.
Develop annual work plans and contribute to enhancing strategies, systems, and procedures, ensuring alignment with corporate policies, standards, and regulations.
2.
Implement WFP plans on administrative processes to facilitate efficient and effective delivery of services.
3.
Monitor the effectiveness of HQ services to ensure compliance with established standards and regulations, supporting safe operations.
4.
Ensure compliance of services (e.g., WFP-managed facilities) with the Occupational Safety and Health Policy, and advise management on necessary improvements.
Contribute to preparedness activities, including risk analysis, contingency planning, and reporting on risk management actions.
6.
Support business continuity during emergencies (e.g., COVID-19…), ensuring uninterrupted delivery of critical administrative services.
Operations and service delivery
7.
Manage existing resources and identify new requirements to enhance service delivery.
8.
Conduct complex data analysis to provide accurate information and reports that support effective planning and decision-making.
9.
Provide regular updates on service status and recommend appropriate actions.
10.
Coordinate procurement processes to guarantee timely service delivery.
11.
Manage financial processes related to service expenses.
12.
Promote and support environmental sustainability initiatives.
Contract and vendor management
13.
Oversee, maintain, and evaluate contractual agreements.
14.
Monitor service providers' performance and ensure compliance with contractual terms.
Leadership and team management
15.
Provide leadership in administrative services to ensure high-quality user experience and operational efficiency.
16.
Lead multidisciplinary teams, offering coaching, training, and guidance to foster development and high performance.
Stakeholder engagement and collaboration
17.
Strengthen collaboration between facility operations and business units to ensure efficient and responsive service systems.
18.
Build and maintain partnerships with WFP stakeholders and other UN agencies.
19.
Foster productive partnerships with WFP stakeholders and UN agencies, particularly during the co-location project and through the Rome-Based Agencies (RBA).
Other
20.
Perform other duties as required to maintain service quality.

QUALIFICATIONS & EXPERIENCE REQUIRED
Education:

• Master's degree in Business Administration or Law.
Experience:


At least seven years in service management especially in the areas of procurement, services, diplomatic pouch and courier services.


Experience in project management, including budget preparation.
Knowledge & Skills:


A good knowledge on Italian rules related to the establishment and operations of commercial establishments.

• Knowledge of best practice in Management of Services, including contract Management.
Languages:

• Fluency in spoken and written English and Italian.
