The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The agency employs over 23,000 staff members, operates in 80+ countries, and has 6 Regional Bureaux. The organization operates in an increasingly complex environment, with over 820 million undernourished people in the world.
To ensure WFPs ability to deliver its mandate – to implement its Strategic Plan – the organization has been going through several major changes: an internal overhaul of planning, reporting and financial management thinking (Integrated Road Map). The organization has recently also carried out a major restructuring, most importantly by changing its Headquarters organizational structure, as well as conducted a review of its regional footprint, including through an audit as well as an internal assessment.
In this context, the organization has gauged its key management challenges. The global staff surveys (GSS) of 2015, 2018 and 2021 were efforts to this effect, together with the External Review. The results of the GSS have been addressed to some extent, and the findings of the External Review have been thoroughly discussed in a Joint Working Group, in the November 2019 Executive Board, and shared with all WFP staff. In conjunction, an external Tone-at-the-Top audit was conducted in WFP. The audit looked most importantly at the compliance of WFP's Leadership Group (LG) with WFP's strategies, policies as well as rules and regulations ("walking the talk").
In September 2020, the organization established the position of an Assistant Executive Director, Workplace Culture at the Assistant Secretary-General level to lead the efforts to address all issues related to workplace culture, as well as to people management and wellbeing, and reporting directly to the Executive Director.
WP Department is led by the Assistant Executive Director (AED), Workplace Culture, and the work is organized around three main departmental priorities:


To elevate and consistently apply the very best people management and human resources practices.


To promote initiatives and enhance services that contribute to employee wellbeing and health.


To address issues related to workplace culture to make WFP an improved, respectful, and inclusive workplace for our employees.
ACCOUNTABILITIES/RESPONSIBILITIES:
This post of CST, Workplace Culture is located in People and Culture Coordination unit, Wellness and Culture Division. Under the direct supervision of the Head of Organizational Culture the incumbent will provide a wide range of support to the People and Culture Coordination unit. She/He will be specifically responsible for:
1)
Contributing to the overall formulation, coordination, and implementation of the Workplace Culture Department's programme of work and supporting the AED's Office in timely delivery and monitoring the implementation of the office's objectives, in particular with regard to the WFP Values Journey, Respect+ Programme, and Employee Support Programme.
TERMS OF REFERENCE
FOR SHORT-TERM/CONSULTANCY CONTRACTS
2)
Contributing towards the development of written documents, infographics and visual aids on workplace culture related topics in preparation of presentations or briefings materials for the AED's Office.
3)
Coordinating the organization of meetings, conferences, Executive Board sessions.
4)
Providing inputs in the preparation of written reports, briefing packages, meetings agendas, minute taking and organization of meetings and conferences, as required.
5)
Conducting research on thematic topics and fact-finding related to people management, wellbeing and workplace culture, in consultation with teams within the WP Department, as and when required.
6)
Contributing to the thematic work of the AED's office through special projects as required and collaborating closely with the front office team with support to day-to-day correspondence, and any other office management requirement.
7)
Constantly seeking to improve processes and incorporate best practices that result in increased efficiency of PCC.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:


Has experience working in a WFP front-office setting, and supporting senior management in preparation of briefs, talking points, and presentations.


Has experience of supporting senior management engagements in high-level meetings in UN system setting.


Has excellent analytical skills, communication, writing and presentation skills.


Has excellent organization skills and attention to details


Has engaged in policy discussions.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
-
Graduate degree in International Affairs, Economics, Social Sciences, or other fields relevant to international development and humanitarian assistance.
-
3 or more years professional experience working in humanitarian and development organizations.
-
Fluency (level C) in English language is required.
-
Cultural, gender, religion, race, disabilities, nationality and age sensitivity and adaptability.
