Deliverables:

Provide program management leadership and expertise of large scale highly complex high profile and highrisk initiatives that may be multijurisdictional and/or enterprisewide. Ensure accountability for the SVM program initiatives centralized group of projects and their successful full life cycle delivery. Ensure SVM program initiatives are delivered cost effectively and efficiently and in compliance with organizations methodologies standards and frameworks.


Responsibilities:

  • Provide Strategic Advisory services to ensure highquality vendor services meet ministry objectives.
  • Ensure vendor relationships are continuously optimized and provide strategic value to the IT organization; capturing data and developing continuous improvement recommendations to support vendor management Work in partnership with GovTechON IT Clusters and Enterprise IT divisions to develop monitor and maintain Relationship Charters with assigned vendor portfolios including Strategic Partnership Success Plans.
  • Collaborate effectively with key stakeholders to establish prioritize and track strategic requirements included in the success plans.
  • Provide vendor orchestration services with Clusters to manage and measure performance of the overall relationship between GovTechON and strategic vendors.
  • Capture Deliver reporting and insights on 3rd IT Vendors usage and management to the Governance including identifying and pursuing value opportunities for GovTechON in partnership with I&IT Clusters and Enterprise IT Divisions.
  • Collate and analyze vendor management data to enable horizontal review across GovTechON. Provide Strategic Vendor Orchestration services by partnering with GovTechON IT Divisions and I&IT Clusters and conduct Vendor Annual reviews strategic development plans etc. Communicate Standard Operating Procedures (SOP) and document key controls to ensure ongoing compliance with OPS policies and directives.
  • Provide strategic advisory services for GovTechON IT divisions and enable vendor partners collaborate create value and delivery innovation. Lead and/or represent the interim IT VMO on ministry crossministry or interjurisdictional working groups and committees.
  • Support Strategic Business Industry Intelligence activities.
  • Support the Strategic Vendor Management Program with associated governance. Governance Committees documentation development & maintenance including creation of agenda items; secretariat for vendor engagement tables at the tactical and strategic levels.
  • Support develop and assist with Vendor Performance framework.

General Skills:

  • Experience leading and overseeing program strategy development from inception through to project closeout and any required transition to operations business planning benefits identification and organization funding requests for I&IT programs.
  • Experience understanding and articulating I&IT executive expectations and translating into program deliverables.

Project Responsibilities Specific to Vendor Management and Strategic Program Initiatives:


Within the GovTechON organization there exists several strategic tactical operational and commodity vendor relationships representing substantial public investment that requires effective oversight and management to ensure value for money.

  1. Leads the strategic planning and management of vendor partner portfolios by developing and iterating on a defined Relationship Charter including Strategic Partnership Success Plan. Working closely with GovTechON IT divisions provide strategic vendor orchestration to support the effective oversight & management of business service delivery and stewardship of operations. Ensures alignment and compliance of specified vendor contract portfolio to the IT VMO Standard Operating Procedures and overall accountability and governance framework.
  2. Provides leadership expert advice and participates as an IT VMO subjectmatterexpert with GovTechON client executives and senior management. Support GovTechON IT divisions with their management of I&IT service delivery issues through indepth knowledge of I&IT business concepts principles technical business services and emerging trends in the I&IT business environment and provides advice to executives on options for effective and efficient vendor management.
  3. Establishes and manages the development of the IT VMO short medium and long term strategic/business vendor portfolio plans ensuring that plans are aligned with government I&IT and GovTechON strategic directions and financial plans. Reports to IT VMO and GovTechON executives on performance of the specified vendor portfolios.
  4. Initiates and builds collaborative partnerships with directors/managers across GovTechON to encourage innovation opportunities to maximize value realized from 3rd Party IT vendors enable strategic oversight and sharing of best practices to realize efficiencies in government investment in I&IT solution services infrastructure and to enhance vendor management functions and practices.
  5. Provides strategic advisory services to GovTechON IT Divisions for the development and implementation of performance measurements for the vendor portfolio to ensure contract requirements are being met and that value for money is achieved.
  6. Develops and maintains effective working relationships between GovTechON IT Divisions and assigned vendor portfolio.
  7. Leads the collection analysis and consolidation of specified vendor portfolio information/data the preparation of reports/dashboards and the development of recommendations regarding performance improvement plans. Leads the development of strategic options/plans for continuous improvement of vendor management to ensure costeffective investment management and control of I&IT delivery that ensure value for money.
  8. Manages/leads the development of effective working relationships with the broader vendor community to understand private sector I&IT and business solution service delivery trends/strategies in order to advise and inform on strategies and opportunities.
  9. Briefs senior management on current/projected vendor management issues and opportunities provides strategic/business advice and presents recommendations and solutions. Prepares and/or manages the preparation of briefing notes position/option papers internal/external communications responses to contentious issues information inquiries and other executivelevel documentation.
  10. Acts as a subject matter expert in an advisory role to the senior management team; identifies and prioritizes service delivery and improvement initiatives that strengthen accountability and vendor management functions in alignment with overall government direction.
  11. Leads/participates on IT VMO governance committees and project teams.

Skills Experience and Skill Set Requirements

Strategic Vendor Program Management 20%

7 years in developing implementing advising and overseeing Vendor performance monitoring program elements and tools to support high quality performance by Vendors for IT related contracts and services.

Developing Vendor performance parameters for large complex and multifaceted contracts including but not limited to KPIs and vendor reporting requirements including the ability to create KPIs for various vendor classification categories

Experience in planning developing and implementing Vendor Performance models e.g. rating schedules evaluation schedules and performance scorecards

Experience in the strategic development of Standard Operating Procedures as it applies to Vendor and Contract Management processes while incorporating and having a demonstrated knowledge of applicable contract law and legislation

Experience in the development of corrective measures tools and framework to support Vendor Performance outcomes

Demonstrated experience working with a variety of goods in services in an IT environment that enables a comprehensive view of the marketplace as it relates to the components of program development

Experience developing strategic vendor IT roadmaps

7 years demonstrated experience managing agile/iterative/scrum/lean or similar methodologies 7 years experience monitoring and managing the cost risk schedule governance technical performance risk/issue and program impact of each of the component projects. Experience in identifying and managing risks as it applies to the development of Vendor performance monitoring with particular emphasis on timely removal of impediments for end users and stakeholders Experience in the development of vendor and program risk mitigation strategies such as but not limited to delivery dependability single or sole sourced scenarios market supply and demand capabilities Experience in the development implementation and sustainment of governance structure(s) as it applies to Strategic Vendor Management such as but not limited to the creation of governance agendas that enable operational stability improving service performance contribution to various cost savings or containment models

Program Change Management And Delivery Experience 15%

Experience in the development and creation of program change management framework(s) for program release and training to a large audience

Experience in developing program training documents in order to help stakeholders and partners understand the tasks functionalities from various aspects of the program

Experience in the development of program release requirements from end to end

Experience managing a team to facilitate program change management elements such as working with various team members to execute the planning facilitation and communication releases as it relates to the program change management requirements

  • 7 years demonstrated handson Delivery Management experience managing large complex Strategic Vendor and Contract management projects.

Stakeholder Engagement & Facilitation Skills 10%
