The Human Technopole Foundation (HT) is an interdisciplinary Research Institute, created and supported by the Italian Government, whose aim is to develop innovative strategies to promote human health and healthy aging through a multidisciplinary and integrated approach, combining genomics, computational biology, structural biology, neuroscience and health data science.
HT scientists work together to enable interdisciplinary research and to create an open, collaborative environment to help promote life science research nationally and internationally.
In line with its mission to serve the research community at large, HT operates National Facilities, specifically aimed at making HT's technologies, methods and tools available to the national scientific community.
The Human Technopole Foundation is looking for a **Public Procurement Expert**.
Under the supervision of the Public Procurement Manager, the Public Procurement Expert will support the requesting department in identifying and sizing their needs and preparing technical and administrative documents for bid submission.
**Your main tasks and responsibilities**:
- Collaborate with various departments and budget owners to identify procurement needs and manage them;
- Gather administrative and scientific requirements to plan tenders in compliance with Legislative Decree 36/2023;
- Independently manage the entire public tender process (creation of the procedure on the platform, preparation and arrangement of tender documents, management of tender committees);
- Manage the signing of contracts;
- Liaise with vendors.
**Mandatory requirements**:
- Master Degree;
- At least 5 years of experience in the role (managing public tenders, open, restricted, negotiated, etc);
- Fluent in English and Italian, both spoken and written;
- Strong knowledge of the Public Contracts Code (Legislative Decree 36/2023);
- Autonomy in the use of public procurement platforms (SINTEL; Mepa; etc.
);
- Excellent knowledge of Excel (creation of complex formulas) is required, also for the drafting of economic offer schemes;
- Excellent knowledge of ERP (SAP).
**Preferred requirements**:
- Master Degree in Engineering, Economics or Law;
- Work experience in the public sector;
- Experience in an academic/research context.
**Organizational and social skills**:
- Demonstrated ability to effectively handle complex and sensitive communication issues;
- Ability to work well under pressure, tight deadlines and changing priorities;
- Excellent problem solving skills;
- Practical mindset;
- Ability to work with different people with tact, diplomacy, discretion, sensitivity and confidentiality.
