The Jesuit Refugee Service (JRS) is a ministry of the Society of Jesus, incorporated as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in 1980 and has a presence in 57 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs. The main services provided are in the field of reconciliation, mental health and psychosocial support, education, economic inclusion, and advocacy. Currently, more than 1,000,000 individuals are direct beneficiaries of JRS projects.Operational ContextThe position is part of the International Programmes and Innovation Department, which is composed of Programme Specialists in JRS's priority areas of intervention (Reconciliation, Mental Health and Psychosocial Support, Education, and Economic Inclusion), Programme Officers with a geographical focus, MEAL, and the Grants Unit. At the same time, the position coordinates the Global Education Team, which includes five Regional Education Coordinators based in JRS's Regional Offices.Main responsibilities of the positionThought and Strategic LeadershipIdentify, evaluate, and promote innovative models and resources relevant to improve the quality of education for displaced people.Lead the design and implementation of JRS's overall education strategy and work, focusing particularly on advancing access to quality education for forcibly displaced people by upholding the right to recognition in national education systems and prioritizing teacher formation and alternative education pathways, especially for girls and other marginalized groups.Promote system leadership amongst the Global Education Team and support them in their roles.Promote technical excellence in the application of internal and interagency minimum standards including humanitarian standards, Education in Emergencies standards, IASC guidelines, and Ignatian Pedagogy.Networking and RepresentationEnhance JRS's visibility and leverage JRS's Education in Emergency expertise as a partner of choice in external engagement opportunities.Strategically represent JRS in partnerships and fora relevant to education in emergency work for the forcibly displaced population.Establish and maintain relationships with (potential) implementing funding partners and facilitate connections between them and JRS internal partners.Programme Development and ManagementOversee progress towards achievement of the Education objectives in the Strategic Framework, as per specific deployment plans.Lead, coordinate and monitor the work of the Global Education Team.Coordinate with Reconciliation, MHPSS and Economic Inclusion teams for integrated programming.Lead and supervise the activity plans of the Education staff at the International Office, and manage its budget (currently one Gender-Responsive Education Officer).In coordination with the grants unit, develop and review Education project plans, funding proposals, and reports.Ensure adequate monitoring and evaluation policies are in place for proper data availability.QUALIFICATIONS AND EXPERIENCERequired Skills and CompetenciesMaster level degree or specialization in Education or other relevant areas supported by at least 5 years of relevant experience in Education in Emergencies.At least 3 years of supervisory experience, including of remote teams.Excellent English, both verbal and written.Strong ability to innovate in a changing environment and promote creativity within the organisation.Strong analytical, strategic-thinking, and planning skills.Relevant experience in living and working in humanitarian aid/emergency contexts.Excellent writing, editing, verbal communication skills and presentation capacities, able to persuasively articulate JRS's message and impact to external audiences.Other:Programme development and proposal writing experience.Project and budget management experience.Working level of French.Proficiency in Microsoft Office 365.Strong interpersonal skills and the ability to work as part of a team in a multi-cultural, international, professional environment.Understanding of and commitment to humanitarian relief work and international humanitarian standards.Ability to work with CRM systems.Working knowledge of Spanish or Arabic.Working knowledge of JRS programmes.Previous working experience with faith-based organisations.Required Core ValuesGood understanding of and compatibility with the values of JRS.Commitment to JRS's mission, vision, and values; the ability to convey with enthusiasm JRS's role in accompanying and serving forcibly displaced people and to advocate for their right to protection and a life in dignity.High integrity, honesty, and confidentiality; ability to deal tactfully and discreetly with people, situations, and information.Acceptance of diversity and inclusion as a core value.Willingness to work in stressful and multi-cultural environments.TravelThe position requires frequent travel to JRS locations (up to 20%).Please note that this position is only open to candidates who possess EU citizenship or other legal authorization to work in the European Union.Contract is for 1 year with a probation period of 1 month. The JRS remuneration policy is aligned with the JRS ethos to offer effective and professional services and at the same time express solidarity with the people served.
