Panoramica:
The Procurement Manager, reporting to the Finance Director, is responsible for the procurement process of goods and services needed to achieve the MSF objectives, considering the budget defined for each activity and the procurement policy of the association.

The focus of her/his work refers to the optimization of the expenditure process and the quality of the services and goods purchased. She/he identifies suppliers, contacts them, conducts negotiations to obtain the best possible pricing along with the quality of the assets and service conditions; where possible, s/he structures framework agreements to speed up the schedule of recurring activities.

Responsabilità:
**Procurement Management**
- Manages procedures for purchasing or renting assets or services
- Receives purchase requests and issues purchase orders
- Evaluates possible suppliers and analyzes prices in relation to the market; Guarantees the follow ups on the purchasing needs of goods and services by identifying the best suppliers in terms of quality-price ration and procees with the purchase order
- Conducts negotiations with suppliers (negotiating on price, payment terms, and delivery times)
- Stipulates purchase contracts, both individual and framework agreements, in collaboration with the GRC (Governance, Risk Management and Compliance) unit of MSF
- Receives and manages complaints on the quality and conformity of purchased goods and services
- Structures framework agreemements with suppliers in case of recurring activities and purchases
- Establishes relationships of collaboration and trust with suppliers in order to obtain the best possible conditions
- Aggregates, where possible, demand in order to identify better purchasing conditions

**Procurement Monitoring**
- Draws up purchasing reports for the departmental management
- Reviews the supplier list
- Prepares periodic and post-purchase supplier evaluations; Promotes periodic surveys on the quality of purchased goods and services
- Performs constant benchmarking by analyzing the reference market for the main goods and services required in the organization
- Analyses data from procurement analytics to measure procurement performance and improve the organization’s competitive advantage
- Analyzes departmental purchasing proposals and verifies correspondence with organizational procedures. Checks the quality, availability of the offer and costs consistent with the approved budget before proceeding with the purchase order
- Monitors the budget spent and informs departments of any deviations, where necessary

**Procurement Policy & Process Optimization**
- Contributes to the procurement policy and the definition of purchasing rules and procedures
- Increases compliance with procedures and regulations by standardizing contract formats
- Identifies methods and tools to promote compliance with procurement process procedures in the organization
- Proposes tools to increase the automation of purchasing processes
- Participates in the MSF international procurement platform (MSPP)

Qualifiche:
**Key requirements**
- Bachelor's degree in Business Administration or related field
- At least 5 years of experience in procurement and extensive knowledge over the italian legal framework and best practices related to procurement
- Experience with ERP/management systems
- Experience in assessing critical linkages between procurement and business functions
- Italian: Fluent (level C1)
- English: Fluent (level B2)

**Trasversal Skills**
- Excellent communication, organizational, negotiation skills, and analytical skills
- Ability to work independently and in a team environment
- Ability to synthesize and report in a structured manner, ease of management by objectives and KPIs
- Strong negotiation skills and ability to manage internal clients, supplier relationships both in English and Italian
- Analithical thinking, Attention to detail and ability to work under pressure

**Added Value**
- Knowledge of the third sector reform with specific focus on procurement
- Knowledge and experience in the field of the Corporate Environmental Responsibility

**Conditions**
- 12 months contract with possible extension according to the organizational needs. Full-time. Level 1 of Italian CCNL of Commerce
- Starting date: October 2023
- Location: MSF Italy Rome; smart-working possible.
