Position Title: Plant & Tools Manager

OBJECTIVE OF THE POSITION

  • Specialist in managing Plant & Tools (P&T) for field operations.

Project Manager or OPC (Project Site Coordination) Manager or Project Installation Manager

Functionally to Site/Country/Cluster/Region Field Operations structure

Leading the Plant & Tools teams (Technicians, mechanics, operators).

PRIMARY RESPONSIBILITIES

Key Responsibilities:

Oversee the Plant & Tools Fleet for a project, particularly for heavy or specialized construction machinery, ensuring optimal availability and operational conditions regarding performance, quality, and health and safety.

  • Provide expertise to Installation and Construction Managers by recommending effective solutions for Plant & Tools, considering on-site constraints such as access and storage.
  • Participate in core team meetings for Construction/Installation and report on progress and Quality Cost Delivery (QCD) KPIs.
  • Ensure that necessary permits, storage areas, and access routes are validated with clients and/or authorities.
  • Identify critical equipment needs, assess life cycle costs, and explore rental options for project fleet management.
  • Prepare business cases and Capex documentation for new investments as necessary, managing procurement processes for new Plant (RFQ definition, offers analysis, factory acceptance tests, and commissioning).
  • Manage rental contracts and conditions, including transportation documentation.
  • Prepare documentation for local homologation and certification of equipment as required.
  • Define and implement service and maintenance processes along with the QA/QC system to maintain high availability of Plant, machinery, and tools, aligned with installation/construction methodologies and schedules.
  • Organize the allocation of Plant & Tools during installation/construction to ensure effective control of key activities.
  • Recruit and manage the Plant & Tools team (technicians, mechanics, etc.), focusing on assessment, skills development, training, and team cohesion.
  • Oversee the work of teams and subcontractors, ensuring compliance with Alstom HSE and local regulations.
  • Manage budget responsibilities and ensure the implementation of Quality and HSE plans for maintenance and storage areas.

DELIVERABLES

  • Monthly cost reports
  • Service and maintenance processes along with the QA/QC system
  • Weekly quality reports based on non-conformance analysis
  • Weekly reports on construction team hours
  • Analysis of Plant and tools consumption (fuel, spare parts, etc.)
  • Technical documentation for Plant & Tools (descriptions, functionalities, maintenance plans, certifications, transportation documents, etc.)
  • Contractual documents for Plant & Tools (certifications, rental agreements, etc.)
  • Business cases and Capex files for new Plant acquisitions
  • RFQ and Inspection & Test Plan (ITP) documents for new Plant

The position requires being based on-site, typically within the Project Leading Unit.

PERFORMANCE METRICS

  • Availability levels of Plant, machinery, and tools
  • Follow-up on client complaints (non-conformity forms)
  • Cost management (QC, Cost of Non-Quality, etc.)
  • HSE performance indicators

ESSENTIAL QUALIFICATIONS

Educational Background:

Mandatory:

  • Degree in Mechanical or Electrical Engineering

Desirable:

  • Certification in Railway Safety
  • Certification in Site EHS Management

Experience:

Mandatory:

  • At least 5 years of experience as a site manager in construction activities.
  • Proven experience in railway Plant & Tools Management.

Desirable:

  • Familiarity with Track and Catenary construction equipment and railway machinery.

Skills & Competencies:

  • Thorough knowledge of thermal engines, hydraulic, electromechanical, and pneumatic systems, along with effective maintenance strategies.
  • Strong understanding of HSE standards and ergonomic considerations.
  • Leadership qualities, initiative, and decisiveness.
  • Team-oriented with excellent communication skills.
  • Willingness to travel as needed.
