Hauptaufgaben Incumbent serves in the Housing Division at an Army Garrison and is responsible for direct, on-site customer service support, assignment and termination inspections, housing allowances determination and Housing program administration in support of Army Family Housing including General/Flag Officer Quarters, Private Rental Housing, Housing Services Office, Unaccompanied Housing, and Furnishings Management programs utilizing automated systems including the enterprise Military Housing database. Explains applicable Housing and relocation regulations, housing assignment and installation policies. Determines eligibility for Housing, issues Housing offer letters, assigns new residents to Housing and completes associated documents. Prepares and submits Housing assignment and termination orders to servicing finance office to start/stop military Housing allowances. Schedules change of occupancy inspections, performs facility maintenance and cleanliness inspections, and determines fair wear and tear or occupancy damages. Maintains key accountability in accordance with applicable Army Regulations. Inspects off post private rentals and determines adequacy, habitability, and suitability of rental properties as a listing for referral to Soldiers, Family Members or Army Civilians. Collaborates with prospective property owner landlords and rental agencies to promote U.S. Housing requirements. Briefs and provides counsel to accompanied and unaccompanied Military, DoD Civilians, and/or Family members transferring to the installation who seek assistance in locating Private Rental Housing within the local area. Explains host nation specifics concerning rental laws and rental contracts, insurance requirements, utilities, security deposits, damages, and pets. Coordinates and attends appointments, and provides language translation with prospective landlords and tenants, assisting in rental negotiations, preparing private rental contracts and related host nation specific documents. Schedules and attends in-check appointments, as required. Provides guidance and determines eligibility for Overseas Housing Allowance and Move-In Housing allowance, completes allowance forms, obtains appropriate approvals, and submits to the servicing finance office. Provides translation assistance to tenants with utility bills and other housing related matters. Serves as a point of contact for real estate agents, landlords and/or property managers. Assists customers with the preparation of termination notices and schedules termination inspections and/or attends termination inspections on site with the landlord or rental agency, as required. Receives, investigates and mediates rental complaints by and/or between landlords and tenants and follows through to completion. Oversees Army Barracks Management Program (ABMP) with local military units and provides assistance in accordance with current regulation and policy. Provides housing/furnishings training to Soldiers as assigned to the ABMP. Assists unit leadership with roles and responsibilities of the ABMP and participates in periodic stakeholder meetings. Supports assignment and termination of rotational troops to barracks in accordance with regulation and local policies. Prepares cash collection vouchers, statements of charges, or initiates Financial Liability Investigation of Property Loss reports, as required. Determines eligibility, authorization and quantity of government furnishings. Prepares issue/turn-in supply documents and schedules delivery and pick-up with drayage and appliance contractors. Accounts for furnishings by issuing accurate hand receipts in accordance with supply and housing regulations. Monitors expiration dates for loaner furnishings and ensures that furnishings are returned in a timely manner in accordance with established regulation/policy.NOTE: Tour of duty is 20 hours per week, Monday through Friday from 13.00 to 17.00. Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the "Qualification Standards" published by U.S Office of Personnel Management, as summarized below.EXPERIENCE: At the UA-05 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-06 grade level.At the UA-04 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-05 grade level.At the UA-03 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-04 grade level.Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.ORSUBSTITUTION OF EDUCATION FOR EXPERIENCE: At the UA-05 grade level: Diploma di Laurea Triennale/Diploma Universitario in any field or 3 years of university exams ("Vecchio ordinamento").At the UA-04 grade level: Diploma di Laurea Triennale plus 30 CFU towards a Laurea Magistrale/Specialistica. Education must be directly related to the occupation.At the UA-03 grade level: Diploma di Laurea Triennale plus 60 CFU towards a Laurea Magistrale/Specialistica or Diploma di Master universitario di primo livello.
