BACKGROUND:
The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs. WFP is the Nobel Peace Prize Laureate 2020.
JOB PURPOSE:
The Consultant will be part of the essential needs team and have a focus on carrying out and advancing analytical work and supporting standardization and data quality improvement efforts. The Consultant will work under the supervision of the Assessment team lead. The consultant will work alongside other team members including colleagues from the Division, and to whom he/she will refer if guidance or institutional experience/memory is needed.
ACCOUNTABILITIES/RESPONSIBILITIES:
Provide analytical support and methodological guidance to Country Offices in their roll-out of essential needs analysis:
- Lead the essential needs analysis and urban assessments workstream. Present results in technical reports, bulletins, presentations and other communication materials
- Provide guidance to the ongoing assessment and monitoring initiatives - with a special focus on analysis and reporting for essential needs and urban assessments. These tasks will be conducted in close collaboration with Regional Bureaus/Country Offices.
- Manage the Essential Needs Analysis & Programming global workstream, including urban components, contribute to documenting and sharing evidence and best practices, work with other programme areas to mainstream the essential needs approach and identify synergies with other analytical and programme tools (e.g. with Nutrition, Social Protection, Emergencies, and others).
- Represent WFP during meetings with WFP-UNHCR joint targeting hub to mainstream the essential needs analysis approach under the Joint Analysis Framework (JAF)
- Contribute to the efforts to standardize essential needs and urban assessments and improve data quality, including support to the development of a survey designer tool, standardized syntax for analysis and improved materials for enumerator training.
- Promote the inclusion of ENA indicators into WFPs monitoring frameworks, including testing of new ENA indicators
- Other duties as needed and agreed with the supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:
**Education**:
Advanced university degree in statistics, social science, geography, economics, development, international relations, or related field
**Experience**:
At least 5 years working experience in food security, poverty, vulnerability and livelihood analysis in different settings
Knowledge & Skills:
- Strong quantitative and qualitative research skills- Good understanding of food security, vulnerability and poverty related assessmentmethodologies and tool- Experience in survey design (including questionnaire design and sampling) and implementation- Advanced skills in statistical analysis using statistical software and data visualization packages (minimum SPSS, STATA, R, Tableau and similar software of advantage)
- Demonstrated ability to write analytical reports and present findings
- Experience with different targeting methods
