Headquarters Allied Joint Force Command Naples provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO), including deterrence, through Crisis, up to the Maximum Level of Effort (MLE), in order to support NATO's three core tasks, at the Joint Operational level, as directed by SACEUR. Supported by the Single Service Commands, Allied Joint Force Command Naples integrates allocated forces, including NATO Force Structure entities, and synchronises activity to achieve operational objectives. It maintains comprehensive, regional focused, situational awareness, leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEUR's Area of Responsibility, with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance, liaison, and coordination, and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.

The Operations Directorate is responsible for directing, monitoring, assessing and coordinating operational staff functions.

The J2 Division provides Intelligence in support of the planning, preparation, conduct and assessment of NATO assigned operations across all domains from Baseline Activities and Current Operations (BACO) through Crisis up to the Maximum Level of Effort (MLE), thus supporting the Commanders and HQ Staffs decision process.

The J2/2 Branch provides a comprehensive picture of the engagement space covering all the Political, Military, Economic, Social, Information and Infrastructure (PMESl) domains in order to support the planning, conduct of operations and engagement functions of the JF HQ while in garrison and during an operation and/or exercise, and contributes to the federated intelligence production in ACO.

The Non Military/Governance Assessment Section develops and maintains subject matter expertise of potential non military adversaries.

The incumbent analyses information and intelligence pertaining to the "PMESII information domain" to develop a comprehensive picture and understanding of the operational environment and possible future engagement space in order to support the JFC COM's decision making process during the planning and execution of operations and missions.

This post reports to OJS OIAN Section Head (Non-Military and Governance Assessment) - A3/G17.

  2.  DUTIES  

The incumbent's duties are:

Analyses and fuses information and intelligence pertaining to the "PMESII information domain" in order to contribute to the development of a comprehensive picture of the engagement space, in support of the operational planning and decision making processes of JFC.

Conducts all-source intelligence and information analysis to support the System of Systems Analysis (SoSA) in order to develop actionable intelligence.

In the context the Joint Intelligence Preparation of the Operational Environment (JIPOE), identifies and analyzes the Info Environment dynamics such as:  actors, organizations, relationships, dependencies, and interactions within the information system, in coordination with the other non-military/Governance PMESII domain analysts, and with support of the other branches of JFCNP J2

Contributes to the Human network analysis to support targeting (HNAT) process by understanding the dynamic organization of the threat network and recommends actors, locations or activities within these networks to be subject to influence and action.

Provides informational and non-military inputs to threat assessments, covering both state and non-state actors within the information domain.

Contributes to the delivery of the adversary (RED) picture as a result of Assurance Measures, tailored Forward Presence (tFP), Tailored Assurance Measures and Deterrence Measures in JFC's area of responsibility.

Maintains and updates encyclopedic data on information, media for all areas of intelligence responsibility for JFC Naples, according to AD 65-11, its missions and operations.

Maintains situational awareness on informational issues in support of NRF and GRPs.

Contributes to operational Indications & Warning (I&W), PIRs and SIRs during the planning process and execution of operations and mission.

Conducts day-to-day cooperation, deconfliction and information exchange with the JFCNP COMMS Directorate

Coordinates and exchanges on a regular basis with the counterparts in JFC Brunsum and Single Service Commands

Represents JFCNP J2 at seminars, workshops and conferences within NATO, and engages with external stakeholders and organizations to increase own subject matter expertise and network

Coaches and mentors intelligence personnel on intelligence methodology and procedures covering adversary's info domain.

Attends and represents J2 in the Information Activity Working Group (IAWG) and Communication Coordination Working Group (CCWG); delivers analyses and briefings on potential adversaries' information activities to the IAWG and CCWG on a regular basis, both 'real-world' and during exercises

Evaluates intelligence reports and sources.

Researches topics using open and classified sources.

Creates and drafts intelligence summaries, intelligence reports and, develops, contributes and delivers briefings and reports/notes as required.

Uses standard automated data processing systems for research, analysis and writing.

Contributes with info domain expertise to Intel Collection requirement.

Undertakes work as part of a project team or working group as directed or assigned.

3.  SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The incumbent is a core member of the Info Activities Working Group (IAWG) and Communications Activities Working Group (CCWG).

Undertakes, manages and supervises work of one or more project teams or cross-domain assessment teams, as directed or assigned; therefore, proposes agenda, timelines and deliverables to generate knowledge for complex problem sets within JFCNP Area of Interest.   4. QUALIFICATIONS ESSENTIAL

University Degree  in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience;

Experience covering joint staff functions at operational level

Experience providing advice and co-ordination of military information 

Experience evaluating intelligence reports and sources

Experience creating and drafting intelligence summaries and reports 

Must have an English Standard Language Proficiency level of SLP 3333 (Professional level in Listening, Speaking,  Reading, Writing, based on NATO standards).

DESIRABLE ASSETS

Educational and practical background of the information domain derived from a university education and working experience.

Proven ability to work academically/methodically and to provide a scientific perspective to the Knowledge development

Experience on TOPFAS and NATO Intel Systems

NATO Intel Functional Area Systems training.

International experience (UN, NATO, EU, National Commerce or Development Departments involved in foreign development and large trans-national business)

The incumbent will have professional contacts with staff personnel of JFC HQ as well as higher and subordinate NATO HQ's. He/she should be able to represent his/her Branch and to brief senior staff officers on his/her area of expertise.

Contribution to Objectives

PMESII Systems analysis represents the most important contribution to the Knowledge development process. It is the prerequisite of the advice given to the HQ leadership and staff , and directly impacts upon policy guidance issued within the HQ, subordinate commands and deployed formations. The incumbent's analysis and recommendations will influence the NATO operational level planning and decision-making process.

6.  CONTRACT 

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract.  NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).  

The basic entry-level monthly salary for a NATO Grade G15 in Italy is Euro 5,725.22 which may be augmented by allowances based on the selected staff member's eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
