JOB TITLE: Procurement Focal Point

TYPE OF CONTRACT: Consultancy

DUTY STATION (City, Country): Home-based

DURATION: 6 months

WFP Global Fleet
WFP owns, leases and globally operates more than 1,400 trucks of different configurations, trailers and workshop facilities throughout 30 Country Offices. The WFP Fleet is deployed to fill critical gaps in local transport capacity and stabilize transport rates in the event of increased insecurity and/ or sudden growth in demand, as well as pioneer new routes that, due to prevailing insecurity, would remain inaccessible to local transporters

KEY TASKS AND RESPONSIBILITIES:
Under the general supervision of the Global Fleet Dubai Hub Deputy, the incumbent will be responsible for carrying out the following tasks:

Act as a Procurement focal point in the unit;

Raise PRs and MPOs for Global Fleet;

•
Compile all specifications needed for tenders;

•
Coordinate transport/ transfer of trucks/parts liaising with shipping unit/suppliers, ensuring timely delivery;

•
Establish and update a data base of suppliers (tires, parts, trucks );

•
Define list of LTAs to be implemented to help Country Offices have efficient fleet operations;

•
Establish new/renewal LTAs in collaboration with Procurement;

•
Facilitate procurement of trucks and parts, liaising with suppliers and involved HQ units;

•
Assist the Global Fleet Manager in developing the central parts hub in Dubai, establishing a concept note, implementation plan and SOP;

•
Analyze the stock of spare parts to be prepositioned in the spare parts hub;

•
Liaise with the partnership division to provide feedback to the Russian Government on the performance of the donated trucks in a timely manner;

•
And any other tasks requested by the supervisor;

•
Act as a contract manager for the Global Fleet established agreements or associated contractual arrangements (piggy-back on the other UN Agreements);

•
Support vendor management activities for the GF agreement holders;

•
Assist and coordinate the Legal clearManually update and maintain the order tracking (until the technology/system/platform is in place);

•
Support and contribute to the negotiations with the potential or successful vendors;

•
Purchase wide-spectrum vehicle operations and maintenance equipment and services, including but not limited to the IT, workshop, licenses, etc. to ensure that the operational requirements are met on time);

•
Contribute to the GF statistics and reports;

•
To the best ability support with the technical and freight clarifications for the parts required (among the vendors and requesting COs or other clients);

•
Source for spare parts catalogs (best effort based centralized corporate access through available platforms, e.g. SharePoint, Citrix, etc.);

•
To extend possible ensure first /second-level response to the internal and external customers;

•
Support the requesting cos to avail goods/services through the GF global agreements in place and the related options, e.g. exceptional non-centralized purchases including heavy fleet vehicles and the related spare parts or services by the individual cos due to the Donor's conditions);

•
Coordinate spare parts deliveries with the requesting COs and GF HUBs (including dispatch, delivery, quality control, Tax Exemption, freight arrangement including air freight and direct deliveries undertaken by the vendors);

•
Provide customer support and furnish notifications;

Facilitate to extend possible the local authorities' clearances required and HQ and the Offices Located outside of the WFP HQ;

•
Project(s) support;

•
Assist with the commercial (vendor) invoice and payment handling in close coordination with HQ Finance and Procurement Units;

•
Handle GRN and SES posting;

•
Assist with the financial clearances related to the advance/down payments in favor of the commercial vendors as a part of the contractual obligation or provisions;

•
Assist with the invoice matching engaging the Contractors and HQ Finance Team;

•
Facilitate and coordinate new asset management requests with the ASSET Management Team/GEMs;

ESSENTIAL REQUIREMENTS:
University degree in social sciences, development studies or other related fields; Procurement qualification (e.g. CIPs Level 2 or above);
Experience in procurement, preferably with WFP; Proficient in MS Office (Word, Excel, Power Point);
Excellent written and spoken English and intermediate knowledge (intermediate/level B) of another official UN language;
Excellent communications and organizational skills; Experience in Fleet/Workshop management is desirable
