BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Commodity accounting procedures and processes monitoring and ensuring LESS operational standards maintained globally. To provide specialist advice, analytics and contributions to supply chain performance management at HQ/RB level, and to lead field logistics implementation or provide technical support in HQ, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.

ACCOUNTABILITIES/RESPONSIBILITIES: SUPPLY CHAIN AND LOGISTICS

Plan and manage implementation of innovative supply chain operations, initiatives and services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
Manage supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide rangeof stakeholders.

RB AND CO CAPACITY BUILDING FOR EFFECTIVE SC PERFORMANCE MONITORING

To define gaps and assess RB need leading to strengthening the staff capacity in addressing commodity accounting tasks and performance monitoring.
Assist the RB, to formulate an action plan to address training and IT gaps
Perform analyses and detailed conceptual work, putting together comprehensive reports identifying opportunities for improvement and effective operationalization of SC KPI within the area of focus. (What they have, what they are lacking, what they need.)
Provide guidance and support with technical knowledge.
Contribute to the development and implementation of commodity accounting workplans and procedures to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
Conduct assessment, trainings, resource provision and post assessment of interventions.

PROVIDE DIRECT SUPPORT TO COUNTRY OFFICES/REGIONAL BUREAUS/CORPORATE TASK FORCE IN THE ON-SET OF LARGE SCALE EMERGENCY OPERATIONS

Identify requirements, develop ad-hoc reports and provide food commodity data to support decision making processes and Food Supply Chain management;
Field Support missions when required.

DATA ASSURANCE, GOVERNANCE & QUALITY

Ensure data quality and governance frameworks are in place - Analyze and automate business process level performance to timely identify bottlenecks and periodically monitor and support RBs/COs to ensure timely data capture and data accuracy is maintained.
- Proactively assess data quality in defined areas and provide the management with full analysis on the issues and recommend changes to operational procedures where appropriate
- Development of a communications plan to promote understanding of data governance and the benefits of implementing good data governance practices
- Monitor whether the workforce is appropriately trained, supported and responsive to requirements in relation to the effective processing and use of information
- There is continuous improvement in the processing, management and use of data across the areas of responsibility
- Identifying data irregularities, advising corrective measures and providing support/guidance for clearing irregular data identified.

TECHNOLOGY LEAD SCOL (DBASE)

Focal point within the unit for the development of IT solutions outside the direct control of the Technology Division.
Provide direct support to or facilitate Corporate Task Force activities focusing on data integration, Business Intelligence, data enabled decision making and Data related initiatives.
- Communicate business requirements and identify the needs for strengthened data management and digital transformation.
- Develop ad-hoc reports and provide SC data to support decision making processes and Food Supply Chain performance management;
- Support KPI implementation and assist field users to implement KPIs matrices tailored to their CO operations.
- Field Support missions when required.
Work alongside the Supply chain costing team to ideate the new costing concepts in line with IRM and develop tools to facilitate the costing and budgeting.
Respond to adhoc and routine reporting requests
Perform any other duties requested by supervisor

TRACEABILITY IN WFP SUPPLY CHAIN THROUGH AUTOMATION AND DATA ENHANCEMENT (TRADE PROJECT

Part of the core project team with focus on providing insights into the logistics operations and how current and future traceability of WFP food commodities could be improved through:
o Enhancement of information flow with upstream partners
o Data management and standardization
o Improvement of warehouse management
o Enhancement of warehouse infrastructure
o Unique codification of commodities
o Automation of receipt/dispatch operations by scanning of transport documents
o Printing and labelling of commodities
o Scanning procedures
o Increased scope of management towards cooperating partners
Engage with internal entities such as shipping, field offices and other logistics teams.
Facilitate the engagement of external entities such as consultancy firms, donors and implementing partners with the project team and any other internal WFP teams
Deep dive into business requirements and assist in reviewing the established reports through previous research and analysis and formulation of the way forward
Engagement with TEC for solution design to meet business requirements
Participation in the focus group discussions around Process, Data and interoperability, Traceability Platform, Packaging etc.

DELIVERABLES AT THE END OF THE CONTRACT:


• Capacity building and training of RB focal points and strengthening of support mechanism

• Reporting tools and automated analytics for supply chain food data from LESS

• Information management for the DBASE unit

• Traceability project

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Masters in Business Administration, computer sciences, Information technology or related fields.
Experience: Between 6 and 10 years of experience in supply chain systems, Logistics reporting, inventory management
Knowledge & Skills: Advanced data analytics, Data structures, Supply chain and logistics
Languages: English
