BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in the prevention and mitigation of disasters; restoring and rebuilding lives and livelihoods in post-conflict or post-disaster situations; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries. The WFP uses cash & voucher transfers to empower people with choice to address their essential needs in local markets, while also helping to boost these markets.
The Field Support Unit (SCDLS) within the Supply Chain Division Logistics Brach (SCDL) is responsible for establishing and mainstreaming the organization's policies, procedures and systems that promote sustainable retail and market operations required to achieve Zero Hunger, both in regular and emergency operations. This includes the shaping of WFP's market intelligence methodologies, as well as collection and comparative analysis of both market and contractors' data to i) monitor performance of WFP operations, but also ii) support selection of best-fit assistance modality/ies and inform country strategy design. The Operational Partners Unit (SCDDP) is responsible for managing our wide network of cooperating partners, including the rollout of Partner Connect and management of data analytics related to CPs.

ACCOUNTABILITIES/RESPONSIBILITIES:

The Performance Management & Assessment Consultant is responsible for supporting SCDLS's processes by:


• Coordinate ongoing Market Functionality Index (MFI) workstreams with APP including MFI-N pilot; Support maintenance of MFI platform; Externalization of the MFI as service for other UN agencies and NGOS; and the use of the MFI to inform the transfer modality selection.


• Provide technical assistance in support of COs on Partner Connect and MFI assessments including analysis, support on Transfer modalities selection, deployment of innovative approaches, training, and knowledge management.

• Support the improvement and country implementation of the digital Retailer Performance Evaluation methodology, Partner Connect and its mainstreaming in the organization. Provide troubleshooting or bug resolution support with regards to the data analysis automated pipeline & enable Country Office usage of the data for deriving retail & markets Key Performance Indicators

• Support CO in the management of Partner Connect and retailers' performance including analysis, technical support on the questionnaires' revision, training and knowledge management.

• Support enhancement of data collection, analysis and reporting related to SCDLS and CP management processes with particular emphasis in:
o Retailer performance monitoring and evaluation
o Survey data for market assessments
o Global Key Performance Indicators from Retail & Markets' based Supply Chain operations
o CP management operational data

• Provide training to colleagues at different levels in the organization on usage, interpretation, and development of data visualization.

• Document all data analysis, reports and dashboards activities to keep a knowledge base of data reporting activities.

• Support on the contracting process activities: retailers contracting; FSP Contracting; ROC Platform.

• Any other duty as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

• Master's University degree in business administration, economics, statistics, mathematics and/or related field
Experience:

• Minimum 3 years of professional experience

• Minimum 2 years of experience with Performance Management

• Minimum 2 years of experience on market assessment
Knowledge & Skills:

• Detail oriented, with strong analytical and critical thinking ability

• Experience working with BI tools (Tableau is an advantage)

• Professional/ Working knowledge of MS Office, STATA or R, and Python is highly desirable.

• Experience with database management and good command of SQL is an advantage.

• Experience working in a multicultural environment is an advantage.

• Problem-solving attitude and creativity.

• Ability to establish effective working relations with persons of different national and cultural backgrounds.


• Ability to work both with minimal supervision and as part of a team.
Languages:

Fluent written and oral communication in English as well as another UN language (Arabic, Chinese, French, Russian and Spanish)
