BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Logistics Cluster enables global, regional and local actors to meet humanitarian needs. Before crises, the cluster works with the stakeholders in high-risk countries and regions to strengthening national supply chain resiliency, enhancing coordination and promoting a common methodology towards logistics preparedness among the humanitarian community. In crises, where these capacities have been exceeded, leadership, coordination, information and operational services are facilitated. WFP, as the lead agency, hosts the Logistics Cluster (LC) support team in its headquarters in Rome and where applicable engages as provider of last resort. The LC is comprised of a diverse, multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters.
The LC Support Team supports Logistics Cluster field operations, facilitates the process of convening the cluster community, supports the development of the strategy and its implementation in accordance with identified objectives and priorities. The LC support team also provides training, guidance, support and logistics surge capacity to the active cluster operations, reinforcing the capacity on staff on the ground.
Within the LC Support Team the Logistics Cluster Operations Specialist, LCA will be responsible for the overall coordination of activities related to the LCAs, entailing both the day-to-day review and publishing of LCAs received from the field, as well as a more strategic side of the position that involves defining and bringing forward processes for the continuous improvement of the LCAs. The LCA Officer will work to ensure the quality of the content published, the timeliness of the updates, and that the LCA platform continues to evolve and improve to respond to the needs of the users.
Among other activities, the LCA Officer will be responsible for:
• The review and publishing of the LCAs on the Logistics Cluster website.
• The set-up and oversight of processes that will facilitate the timely update of the LCAs.
• The direct support to Country Offices (Cos) and Regional Offices (ROs) both on content as well as on strategic matters (i.e. facilitating in kind support through LET, support in standby partner requests, where feasible, support in accessing available financial support)
The role of the LCA Officer entails a substantial amount of interaction with various stakeholders both within WFP and outside of the organization. In addition to LC colleagues, the LCA officer will liaise with LCA focal points at ROand CO level, the Stand-by-Partners unit, other concerned units within WFP Supply Chain, LC partners when needed and with the contracted web-developers working on the ongoing LCA platform development. The LCA Officer will also support with the preparation of budgets proposals and advocacy documents.
Reporting Line: The Logistics Capacity Assessment Officer reports to the LC Head of Operations. The position also requires a functional link with the Information Management team, the Preparedness team, and the Community Solutions team.
ACCOUNTABILITIES/RESPONSIBILITIES:
Logistics Capacity Assessment
• The Logistics Cluster Operations Specialist, LCAwill act as the focal point for collecting and posting logistics information related to the LCA, in close coordination with logistics and information personnel at LC, RO and COs involved in the LCA.
• Provide support to respective Regional Office and Country Office on timing, scope and operational framework related to the LCA.
• Review and provide constructive feedback on LCA received from WFP ROs/COs, ensure LCA are approved through the WFP approval process and contact ROs/COs for any gaps which may exist.
• Monitor the LCA.GLOBAL mailbox and function as help desk for WFP COs and ROs and assessors who have questions regarding LCAs.
• Upload the LCA updates to the relevant platform.
• Update the LCA tracking tool with current LCA status for global reports, including proactively tracking and overseeing ongoing assessments to give visibility on the assessment pipeline, ensuring all stakeholders are aware of LCA statuses, and that prioritisation of LCAs are up to date.
• Work with LogIE focal points for the updating of any logistical infrastructure maps required.
• Ensure the publication of accurate, consistent information concerning all LCA is entered into current standardized templates and posted on the Logistics Cluster website. Respect the confidential nature of sources of information where relevant.
• Establish and maintain internal and external information sharing mechanisms and systems; assessment formats, central file store, operations archive, structured information archiving and reporting systems for the LCA.
• Perform logistics data analysis and studies as required.
Support to Logistics Cluster team
• Work with the Head of Operations on continuous review and recommendations for potential changes to the existing LCA process and form.
• Actively support project development and implementation of LCA project to be facilitated by LC, developing findings into future investment cases, and considering the long-term requirements of partners and WFP.
• Propose to Head of Operations any possible Private Sector Partners and Humanitarian Partners contribution for the collection of information relevant for the LCAs.
• Assist in the preparation and review of work plan and other corporate documents to be considered for the development of the future LCA project.
Other
• Telecommute agreement is available to this position in line with WFP staff Rules and terms of conditions. Some travel to HQ Rome is also foreseen.
• Perform other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Provide appropriate support and produce measurable products to Logistics Cluster, Regional Offices and Country Offices during various phases of the LCA (as per activities mentioned above)
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Supply Chain Management, social sciences, international relations, communication or related field; or the equivalent combination of education and experience.
Experience:
Five years of professional experience in an international context including: responsibility in information management, communications and/or reporting roles; experience with reporting/tracking systems; working in an emergency response. Previous experience in emergencies is important as well as extended experience with the Logistics Cluster in support to field and/or preparedness activities.
Knowledge & Skills:
Excellent written and verbal communications skills; high attention to detail and proofreading ability; good research and analytical skills; ability to meet deadlines and work under pressure as part of a team; good communication skills; ability to work independently while asking questions and seeking support.
Technical skills: Proficient in MS Office package, particularly in Microsoft Excel and PowerPoint. Demonstrated ability in data acquisition and
knowledge of Access or other database tools is a great advantage. Experience with HTML is also a plus. Demonstrated ability in acquiring,
wrangling, structuring, manipulating and visualizing unstructured and structured data with BI platforms like Power BI or Tableau is a distinct advantage.
Languages:
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language.
