BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Digital capabilities are at the core of WFP's organizational transformation and are integral in continuously enhancing its services to those people affected by crisis. WFP's progress in this regard also supports the entire humanitarian system to reach those most left behind by development. The Technology Division, working with all business units in Headquarters and the field and with external stakeholders, has been at the forefront of WFP's digital transformation.
Within the Technology Division, the Governance and Partnerships Branch (TECG) works towards coherent governance in the adoption and application of digital technology and data in WFP. In doing so, it leads in developing and adapting policies to the changing contexts and needs of the Organization, and supporting compliance with existing frameworks and norms, and global trends and standards. Further, in collaboration with relevant divisions and offices, TECG also builds partnerships within the UN system and with governments and the private sector, seeking not only to learn from and influence the rapidly evolving global discourse but also to mobilize resources for WFP's digital transformation and the needs of the Emergency Telecommunications Cluster on behalf of the larger humanitarian community.
Under the supervision of the Head of TEC Partnerships and working with counterparts in other Branches in the Division as well as with WFP business units, Regional Bureaus, Country Offices and external stakeholders, the Partnerships and Policy Consultant will contribute to the development of TEC's partnerships approach and stewardship of existing partners and the positioning of WFP's digitalization efforts in the global arena.
MAIN ACCOUNTABILITIES/RESPONSIBILITIES:
Partnership Role
1.Build and monitor partnerships with the private sector, governments, UN agencies, academia and non-governmental organizations (NGOs) to mobilize funding, expertise, data, and technology for WFP and the Emergency Telecommunications Cluster (ETC).
2.Liaise with external actors to position WFP's digitalization efforts and support the organization's thought leadership in the global arena on data and technology, and
draft briefs, talking points and other inputs to WFP's strategic engagement in this area.
3.Conduct and coordinate analysis of technology and data partnership requirements of the Technology Division and other Divisions, Regional Bureaux and Country Offices as they directly impact the mandate of the Technology Division and technology and data landscape of WFP.
4.Contribute to the development and implementation of TEC's partnership strategy, and draft concept notes and proposals to support the identification and development of new partnership opportunities, in support of the partnership needs identified.
5.Develop and maintain knowledge management practices to capture up-to-date information on technology partnerships, needs and opportunities.
6.Work directly with all relevant offices in WFP to ensure that technology-driven partnership efforts by WFP are fully aligned with the regulatory and ethnical requirements and standards of performance.
7.Monitor trends and developments in the initiatives of the private technology sector, governments, and other actors that may impact on opportunities for partnerships with WFP.
Policy and Coordination Support
8.Conduct research and drafts policy/position papers/guidance
9.Provide policy support, talking points, guidance or other inputs required for the engagement of the CIO, TEC and WFP in organisational meetings and external fora.
10.Provide advice and, as necessary, develop or contribute to relevant policies and discussions emanating from decisions of WFP governance and oversight bodies and from external oversight assessments.
11.Monitor existing and emerging digital technology/data policy issues at the UN and global level impacting WFP and as required participate in these multilateral discussions.
12.Perform any other duties as required.
DELIVERABLES:
•Periodic assessments of technology landscape and partnership opportunities and implications on TEC's partnerships
•Prospective partners identified and existing partnerships stewarded and regularly monitored for their deliverables and risks
•Partnerships strategy and outreach materials (concept notes, proposals) to meet identified needs
•Policy inputs, briefs, talking points and other documents
•Participation in relevantWFP working groups and external fora with a view to providing advice to TEC Management on issues of importance to WFP and the humanitarian sector
SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED:
Education
University degree in relevant discipline (including but not limited to business management, public policy, social policy, science, information technology) or related field with relevant work experience
Required Experience and Qualifications
•At least 3 years of experience in technology partnerships and policy, contributing to large projects requiring innovative analysis, recommendations, and approaches.
•Experience in research, policy development, and information synthesis for a wide variety of purposes
•Knowledge of the UN
•Broad understanding of the technology industry and relevant government institutions
•Proven experience in prospecting and negotiating partnerships

•Excellent written and verbal communication skills
•Ability to build credible and sustainable relationships and networks
•Strong collaboration and teamwork skills, and ability to negotiate
•Ability to effectively prioritise and execute tasks in a high-pressure environment
•Ability to plan, multi-task and manage time effectively
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language, Portuguese is desirable.
