BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The mission of WFP is to end global hunger. Every day, WFP works worldwide to ensure that
no child goes to bed hungry and that the poorest and most vulnerable, particularly women
and children, can access the nutritious food they need. In emergencies, WFP gets food to
where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After
an emergency, WFP uses food to help communities rebuild their shattered lives. Present in
nearly 80 countries, the organization has the global footprint, deep field presence and local
knowledge and relationships necessary to provide access to nutritious food and contribute to
the lasting solutions, especially in many of the world's most remote and fragile areas. To
maintain the competitive advantage WFP has with regards to humanitarian activities, the
Research & Development (RD) business unit which manages a portfolio of innovative projects
within Supply Chain Operations division. As such, a business transformation officer
consultancy position is open to provide the necessary tools and technological solutions of
these projects. The responsibilities linked to the position will be performed remotely. The
business transformation officer partner with the business to understand its vision, mission,
needs and operating environment to transform business objectives into solutions exploiting IT
capabilities.
ACCOUNTABILITIES/RESPONSIBILITIES
Under the direct supervision of the project manager, the incumbent will manage the design
and the development of efficient and innovative integrated IT solutions meeting WFP's
business needs and standards.
Participate in identifying business needs and propose well-researched ideas for new or
improved systems, tools and processes that assist meeting WFP objectives in accordance with
the project managed.
Conduct research on new technologies, manage the design, development and deployment
of IT systems aligned with business needs ensuring compliance with WFP IT policies and
procedures.
Develop and review complex IT system functionalities to ensure quality and adherence to
WFP's business needs following corporate standards.
Produce detailed functional specifications for solution development and write and review
documentation appropriate to the System Development Life Cycle for quality, accuracy, and
comprehensive coverage of functionality.
Support the development of functional work plans, ensuring compliance with wider WFP
policies, standards and strategies.
Manage test scenarios and test cases, review unit testing for quality, accuracy and
comprehensive coverage of both functionality and requirements.
Manage incoming change, maintenance and support activities to maximize the business
value of developed IT solutions.
Propose change and continuous operational improvement that supports business capabilities,
by defining needs, modelling the business and recommending solutions that deliver value for
business priorities.
Communicate business objectives, requirements and process flows, to ensure common
understanding and prioritization between stakeholders for their smooth implementation.
Test and perform in-depth analysis of IT solutions to ensure they address business
objectives, needs, requirements and process flows efficiently and effectively.
Manage estimates, business cases, planning, and risk identification to ensure the delivery of
IT solutions into the business to agreed time, budget, scope and quality.
Manage a team of staff, providing coaching, training and guidance to ensure appropriate
development and enable high performance.
DELIVERABLES AT THE END OF THE CONTRACT
System Design and development specifications matching the business requirements
Regular WFP system improvement reports/recommendations.
System documentation and user training manuals.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced university degree in Computer Science, engineering or other
relevant field, or First University degree with additional years of related
work experience or trainings/courses.
Experience: Has effectively managed IT projects and supervised project team
members.
Has provided recommendations on the design and development of
systems and applications needed to fulfil business requirements.
Has planned the development and improvement of WFP systems,
databases and data security requirements.
Has documented complex business requirements and applied techniques
to trace them throughout the solution development.
Knowledge
& Skills:
Strong analytical skills, oral and written communication and team building
skills. Proven ability to proactively approach problem solving and generate
ideas for optimal team outcomes. Ability to anticipate work expectations,
multi-task and work independently to meet deadlines.
Languages: Fluency in English and knowledge of another UN language (e.g. Spanish,
French, Arabic) is desirable.
