BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
ORGANIZATIONAL CONTEXT: The United nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
JOB PURPOSE: As part of the OIGI Intake team, the position's main purpose is to conduct reviews of complaints and allegations, working closely with the Head of Intake and other subject-matter experts. The incumbent is expected to perform analysis, apply relevant standards and guidance principles, and collect preliminary data, to recommend proceeding or not with an allegation.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.Conduct of intake assessments into allegations of misconduct and wrongdoing, in accordance with applicable OIGI and WFP frameworks, and present work in case review committee meetings;2.Draft correspondence, maintaining records, and preparing briefing notes and other written products relating to intake activities.3.Provide assistance to investigations, when possible and appropriate;4.Effectively manage assigned caseload within established time-frames and agreed priorities, regularly consult with, seek guidance from, and/or appraise concerned OIGI colleagues and supervisors of progress of fact-finding activities and contribute to assessing probable impact of fact-finding outcomes relative to strategies and priorities;5.Support effective engagement with HQ offices, regional, country or other offices, local officials, governments, and external organizations for support, to gather information, and/or otherwise facilitate fact-finding activities;6.Assist in liaison with other units within OIGI to obtain necessary support, e.g. digital forensics or strategic advice;7.Support effective interaction with internal and external control and monitoring functions, as necessary to facilitate fact-finding work and/or coordination;8.Other tasks and responsibilities, as assigned.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
An advanced university degree in criminology, law or related relevant field. Training from a police academy, law enforcement or similar government agency, with experience in investigations, can be considered in lieu of a university degree.
Experience:
More than or equal to three years of relevant experience in contributing and/or conducting investigations, with a proven track record in conducting preliminary assessments and or planning, leading and executing investigations, and with a focus on fraud and/or sexual harassment and abuse.
Previous experience in the conduct of investigations with a UN organization or international financing institution and working in developing countries is an asset.
Knowledge & Skills:
•Full and in-depth knowledge of all aspects of investigations work, especially in an International environment.
•Good knowledge of different investigative methods.
•Good understanding of linkages between policy and operational practices.
•General knowledge of UN system policies, rules, regulations and procedures.
Languages:
Written and oral proficiency (native or fluent) in English and Spanish and/or French is essential for this position. Knowledge of another UN official language (Arabic, Russian or Chinese) or Portuguese is an advantage.
