BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Supply Chain funds management focal point to coordinate budget planning and monitoring of country office supply chain related funds to ensure transparency, accountability, reporting and better resource utilization.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Head of Logistics and Field Support Unit SCDLT the incumbent will perform the following responsibilities:
1. Lead in reviewing Supply chain budget revisions for COs through RBs and ensure SC Matrices are cleared in time.
2. Lead the development of the new SC Budget plan Matrix tool with TEC and facilitate testing with RBs/COs
3. Update user guideline for the SC Budget plan and support in development of training materials.
4. Review the Supply Chain funds monitoring controls and reports needed to measure performance (actuals vs. planned) and cost analysis including the quarterly monitoring tool for all countries.
5. Work with Resource Management (RM) team to ensure that the accounting model is comprehensive and meets Supply Chain requirements;
6. Provide training to RBs/COs on fund management-related areas and support to review training materials.
7. Support the development of the Supply Chain budget planning, funds management and monitoring processes, tools and knowledge base including guidance and training materials;
8. Act as the Supply Chain food modality budget planning subject matter expert and support funds management network in Regional Bureau and Headquarters;
9. Review Supply Chain performance regularly and work directly with the data expert team to ensure IT solutions are in line with the measurement methodologies;
10. Analyze Supply Chain processes to define constraints and bottleneck and propose optimization solutions. Support Country office /Regional Bureau/corporate task force in the onset of large-scale emergency operations and at the inception of the country strategic plan;
11. Ensure quality data of Supply Chain cost matrix reviews according to
corporate regulations and policies. Analyze and monitor Supply Chain
expenditures status of new and on-going projects to achieve an optimal utilization of funds and to avoid any surplus/deficit;
12. Support RBs/COS on Corridor Cost sharing activity and reconciliation process.
13. Complete cost line items mapping with General Ledger codes and material groups;
14. Contribute to the monitoring and evaluation of the effectiveness of the logistics funds management support strategy by suggesting and implementing agreed upon KPI;
15. Monitor Key Performance Indicators and report to supervisor on performance trends;
16. Process regular data and compile reports for the purpose of continuous monitoring of Supply Chain funds status reports and year-end closure reports.
DELIVERABLES AT THE END OF THE CONTRACT:
1. Coordinate and lead the development of new SC Budget planning tool and rollout to RB/Cos;
2. Review SC budget plan Matrixes on timely manner and provide feedback related to budget.
3. Review Corridor Cost sharing process for RBs/Cos regularly and support periodical reconciliations;
4. Capacity building and training of RB focal points and strengthening of support mechanism;
5. Employ reporting tools and automated analytics for supply chain food data from LESS;
6. Support financial closure and global losses report data analytics.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
• Advanced University degree in Transport Economics, Supply Chain, Logistics, Finance, Accounting, Business Administration, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
• At least 3 years of experience in finance, accounting, logistics, procurement, supply chain or related fields;
• Experience with budget planning, financial accounting, reconciliation, monitoring and reporting;
• Good experience with Microsoft tools such as Excel, Word and access is desirable and intermediate knowledge of an ERP system (i.e. SAP or Oracle) system is essential;
• Experience preparing and managing supply chain related budget, such as port operation, storage management and transport operations;
• Proven ability to provide analytical support and recommendations for funds management, utilization and optimization.
• Operational experience with integrated supply chain operations, sourcing to delivery
Knowledge & Skills:
• Knowledge of SAP ERP system and running reports in SAP, as well as knowledge on basic system architecture;
• Knowledge of logistics operations;
• Knowledge of WFP policies and practices with regard to budget and accounting
Languages:
• Fluency (level C) in English language and Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language, Portuguese.
