BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP's greatest strength is its dedicated people working tirelessly around the world to reduce hunger. The global context in which WFP operates is rapidly changing which means that the need for equipping our people with the relevant, required capabilities to enable WFP to meet its vision of zero hunger has never been so crucial.
Our team, the HR Career Management Branch within the Human Resources Division, is currently recruiting a Learning and Development Specialist (for an initial six [6] months, with potential to renew). The position is normally based remotely at place of current residence. Remote assignments may require travel and missions to HQ in Rome.
We seek to recruit a learning and development professional who will contribute to WFP's ongoing learning transformation:

•The HR Career Management Branch has embarked on an ambitious learning and development agenda, including the creation of a comprehensive set of Functional learning paths and curricula to continue to build a wide range of technical skills (e.g. Nutrition, Supply Chain, Emergency Preparedness and Response, Programme, Monitoring and Evaluation, etc.).

•The team is currently managing a global learning platform with extensive functionality including social learning, blended learning, facilitator dashboard, mobile app, gamification, dedicated the maticlearning "channels".

•Our aim is to build modern, fit-for-purpose solutions to address individual and organisational capability and performance outcomes
This role will be responsible for two main areas:
1.Developing and delivering world-class learning and development solutions to ensure WFP's global workforce is equipped with the required skill and capabilities to achieve its strategic objectives. The role is part of the Functional Learning sub-team servicing a range of internal clients and stakeholders across the organization with targeted and bespoke solutions.
2.Upskilling and supporting WFP colleagues (mainly Functional/Regional learning focal points) in learning and development best practices together with the use of WFP's global learning platform together with online authoring tools and other learning technologies that are available to the team. The purpose of this is to leverage the technology to best effect in developing blended learning solutions.

While this role will be mostly focused on the two areas described above, the incumbent will be asked to also support general learning and development work of the HR Career Management Branch.

ACCOUNTABILITIES/RESPONSIBILITIES:
1.Partner with Functional areas and Country Offices to design, develop and deliver world class learning and performance solutions in line with Organizational and Functional learning strategies to meet a range of business needs – new strategic direction, developing curricula (incorporating Functional learning paths), performance gaps, new skill and capability requirements, change initiatives
2.Provide guidance and expertise to subject matter experts and WFP learning focal points on the design and development of learning solutions (e.g., Learning Needs Analyses, formulation of learning objectives and KPIs, identification and development of appropriate design and delivery mechanism to meet needs of target audience, guidance in development of programmes, evaluation of learning outcomes and business impact
3.Partner with Functional areas to design, develop and implement their Foundation and Specialized learning paths
4.Assist Functional/Regional partners and stakeholders in procuring the services of external learning design and development vendors to do the detailed design and build of learning programmes, performance support tools and other learning solutions
5.Bring creative and practical solutions to the current demand for effective virtual/digital delivery of learning and performance solutions
6.Directly apply experience and contemporary theory of adult learning methodologies to guide the development process
7.Research, test and promote new learning technologies to improve the quality and effectiveness of any training initiatives (mobile learning, virtual reality, simulations, gamification, interactive videos, etc.) and to improve the learners' experience
8.Develop on-the-job knowledge and experience in WFP's global learning platform and functionality, and utilize this knowledge to leverage the technology to best effect in developing blended learning solutions
9.Upskill and support WFP learning focal points in use on the WFP learning technology, including global learning platform, online authoring tools and other learning technologies that are available to team
10.Contribute to the development of learning standards, frameworks and toolkits that can be used across the organization by SMEs and WFP learning focal points
11.Contribute to the optimization and documentation of team processes and ways of working; and support development of team culture in alignment with WFP culture and values
DELIVERABLES AT THE END OF THE CONTRACT:

•Functional/Regional partners and stakeholders are advised on the best learning approach and methodology and on use of learning technology, based on defined learning objectives and target audience of the intended learning initiative

•Functional/Regional partners and stakeholders requiring external vendor support to design and develop a learning solution are guided through the optimal process in regard of procurement of such services (defining learning objectives, describing target audience, collating information into a TOR)

•Whenever required Functional/Regional learning focal points are provided support in regard of their use of global learning platform and in-house authoring tool

•Recognised contribution of best practices, tools and guidance shared with the WFP global learning community

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

• University degree in Learning and Development, Adult Education, Human Resources, Instructional Design, or related field

•Advanced degree and postgraduate studies in the above fields an advantage

Experience:

• Minimum of 7 years learning and development experience, including demonstrated design and delivery of blended and online learning solutions.

•Demonstrated experience in working across all phases of learning design,development and delivery.

•Demonstrated experience in leveraging learning and associated technologies andmodern learning platforms in the design, development and delivery of learning anddevelopment solutions.

•Experience in transformation of in person face-to-face to virtual, interactivedelivery.

•Demonstrated experience in working with subject matter experts to build learningsolution and performance support tools, preferably across a range of different businessareas.

•Experience in developing technical/Functional-level learning paths (and/orcurricula) is considered a distinct advantage.

•Experience in working with and managing relationships with external vendors whoprovide a range of learning design and delivery services.
Knowledge & Skills:

•In-depth expertise and application of models of learning design / adultlearning theory; learning needs analysis methodologies, learning evaluationmethods.

•Up to date knowledge of the latest trends in learning design, delivery andlearning technology.

•Experience with learning management systems/learning platforms, onlineauthoring tools (ex. Captivate, Articulate 360, Camtasia, etc.) and other learningtechnology tools.

•Strong stakeholder and client relationship skills. Ability to quickly buildknowledge and understanding of stakeholder's functional/organizational strategyand translate to learning requirements of employees.

•Strong project management skills with the ability to manage multipleprojects at the same time and accomplish tasks with follow-through to completion;

•Excellent interpersonal and cross-cultural skills to collaborate and influence internally with various stakeholders and subject matter experts across businessfunctions, levels and geographical areas.

•Strong creative problems solving skills; agile, flexible and patient; ability towork with ambiguity, constructive approach to overcoming challenges and buildconsensus across diverse and global teams.
Languages:

• Fluency in oral and written English is essential. Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP's working languages) is desirable.
