Quality / HSE managersMissionPurpose of the job :On-site surveys management including resources organisation and mobilization in order to :Check and control of civil data during the field operations handing over phases (buildings, engineering structures, railway platform, waysides, foundations, etc.)Set out the topographic markings of infrastructure, signaling, telecom, etc. equipment (track alignment and turnouts, Overhead Catenary System (OCS) foundations, etc.) before constructions activitiesWork in coordination with construction teams for the final adjustment of their equipment, in particular during concreting activitiesTrack and Civil works as built setting out for final handing overKey accountabilitiesKey accountabilitiesImplementation of the necessary organisation to enable the survey works achievement in the optimal conditions : performances, costs, quality and health and safety.The Survey Engineer or Manager (on-site) reports directly to the Project Manager or Trackworks Sub-System Manager or Project Installation Manager or OPC Manager and is in charge of ensuring upstream activities are achieved and equipment is installed in conformity with civil data and handover requirements, QA/QC, contractual and local regulations, and the Time Schedule.The Survey Engineer or Manager defines the Survey Management Plan and all Survey Method Statements (including convoy-related) and ensures survey works are compliant with procedures, with particular attention to concreting activities and final adjustment prior to concreting.Coordinate on all technical aspects (Track alignment data, OCS foundations, etc.) with Engineering teams, defining the Survey Specifications.Participate in Installation / Construction core team meetings and report weekly/monthly on progress and QCD KPI.Prepare Time Schedule and manage it, reporting to the Project Installation Manager or OPC Manager.Ensure Permit of Work and site access, interface with other contractors, and coordination with Customer/Authorities for site execution approvals.Define necessary resources (human and material), manage the survey team, ensure equipment and software maintenance, and control subcontractors.Interface with Region Sourcing for contractual issues.Coordinate with Civil Contractors and third parties on site, perform reception/validation of polygonal data from Civil Works Contractors, and raise issues related to claims or additional works.Ensure installation of Horizontal & Vertical Permanent Survey Monuments and that Track Gauge is clear for handover.Ensure as-built data is updated and delivered at handover.Responsible for budget and onsite Quality/HSE plans.DeliveryWeekly progress report + 3 weeks schedule, Installation ITP (Inspection & Test Plan) linked to subcontractors follow-up, Monthly Cost Time schedule including sales valorisation, Work Method Statements, Weekly Quality report (NCR analysis and QC reports), Weekly Hourly report of survey team, Equipment/tools maintenance and consumption tracking, Establish and maintain Primary/Secondary/Tertiary Control Networks, Provide handover to Installation-Construction-T&C manager/leader.The Survey Engineer or Manager must be based on-shore, on site, typically in the Project Leading Unit.Performance measurementsPerformance measurementsWeekly works progress program control and associated reports, Client complaints follow-up (non-conformity forms), Costs (QC, Cost of Non Quality, etc.)Main Required CompetenciesEducational RequirementsMandatory :Survey technologist, college or above civil related graduate which attended survey course.Certification on railway safety.Certification on site EHS managementExperienceMandatory :Minimum 3 years of experience in survey work or qualified as a survey technician of the first grade.Railway experience in track laying projects.Civil works project (buildings and waysides).Knowledge of survey methodologies, tools and software (Total Station onboard) and railway constraints.Understanding of infrastructure and signaling subsystems civil work design and handover requirements.Leadership, initiative and decision-minded, team spirit, good
