Organizational Setting

The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO's efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist Members to prepare for and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization's programme to increase the resilience of livelihoods to food and agriculture threats and crises.

Reporting Lines

Depending on the duty station, the Protection and AAP Specialist reports to the Senior Emergency and Rehabilitation Officer, Programme Development and Policy Team, Programme and Policy Team, OER or to the relevant manager at regional or country level.

Technical Focus



Provide technical advice and guidance to facilitate protection mainstreaming (including SGBV) and integration of cross-cutting issues (AAP, gender, disability) in FAO's country level programme, projects and crisis response activities.

Tasks and responsibilities


• Facilitate protection mainstreaming (including SGBV) and integration of cross-cutting issues (AAP, gender, disability) in FAO's country level programme, projects and crisis response activities. This will include development of and use of guidance notes, communication/awareness tools, protection checklists, good practices etc.

• Participate in inter-agency protection fora/coordination meetings (e.g., protection, food security cluster, gender-based violence, other relevant task forces/fora) as required;

• Develop strategic relationships with key protection actors to support country level protection capacity and mainstreaming of protection and AAP into FAO's country level programming;

• Monitor the protection needs of target populations, in coordination with key Country Office personnel, and ensure identified protection needs and protection risk mitigation is mainstreamed into FAO's country operations, including project planning, design and implementation;

• Conduct internal capacity development activities and provide technical guidance in the field of protection with colleagues, implementing partners and other key partners;

• Undertake duty travel, if needed and possible, in support of country offices;

• Perform any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements




• University (Bachelor or equivalent) degree in law, international law, human rights, social sciences or related discipline relevant to the mandate of the Organization;

• At least 5 years (COF Category B) of proven knowledge and experience in protection, international humanitarian law, Accountability to Affected Populations (AAP), humanitarian affairs, emergency preparedness, crisis/emergency response, and other relevant expertise;

• Working knowledge (level C) of English and limited knowledge (level B) of any other official language of the Organization (Arabic, Chinese, French, Spanish or Russian). For PSA, working knowledge (level C) of English.

Technical/Functional Skills


• Demonstrable experience of policy implementation, guidance and training, and knowledge of operational strategies and capacity building approaches for mainstreaming protection in emergency response in fragile and conflict-affected settings;

• Technical knowledge regarding mainstreaming of protection/protection-sensitive programming in humanitarian settings, planning and processes, including in areas of gender in humanitarian action, Accountability to Affected Populations (AAP), Protection from Sexual Exploitation and Abuse (PSEA), Sexual and Gender Based Violence (SGBV), would be a strong asset;

• Experience with capacity development and participatory approaches, project development and management, human rights-based approaches, capacity development approaches, are all assets;

• Culturally and socially sensitive and ability to work inclusively and collaboratively with a range of partners, including grassroots community members and local authorities;

• Able to work under pressure within multidisciplinary and different cultural background teams;

• Excellent analytical and communication skills, both verbal and written.
