NOTE: This is a trainee position, target UA-01.
Position will be filled at the UA-02 grade level.
Incumbent may be promoted non-competitively to the UA-01 grade level upon completion of necessary training and after he/she has met the necessary qualification requirements, quality of experience and upon recommendation of the supervisor.
If you have any questions about this vacancy or the application process, please email us at ****** Hauptaufgaben Incumbent monitors Maintenance Contract, overseeing progresses, resolving disputes, reviewing invoices, and work orders that has been performed for about 100 houses and commenting payment, review and approval of certification of contracting documents provided in accordance with DOD, DA and USAREUR policies, directives, host, nation laws, regulations and local/state level requirements.
Checks calculations, performs inspections for conformance with specifications.
Reviews requests for changes particularly in view of on-site conditions, and recommends actions based on review.
Submits alternative proposals as applicable.
Determines own overall work plans and priorities for the operation.
Assigns, reviews and accepts or rejects work of Contractor employees to ensure procurement of reliable services for housing management.
Develops performance standards and evaluates contractors.
Provides advice, counsel and instruction on both technical and administrative housing matters.
Hears and resolves residents dispute cases.
Evaluates self- effectiveness and initiates measures to increase efficiency.
Collaborates with Managers to negotiate, decide on and/or coordinate work-related changes affecting government owned/ government leased housing.
As an appointed Housing Division Contractor Officer's Representative (COR), is responsible for furnishing technical assistance to the Contracting Officer; ensuring compliance with the technical requirements of the contract; assuring receipt of all deliverables; inspecting and accepting services required under the contract; and maintaining detailed records of contractor performance.
Reviews and certifies partial payments; reviews and recommends approval of final payments assuring work is done in accordance with contract documents and applicable host nation and US requirements.
Certifies invoices and receiving reports.
Resolves contractual disagreements/deficiencies when possible, and refers them in writing to the Contracting Officer for resolution when necessary.
Makes overall assignments of functions to contract staff and assists them with major problems, within the terms of the contract.
Provides input to the Contracting Officer on the evaluation of contractor performance and ensures that appropriate action is taken to resolve problems, correct deficiencies, or clarify policies, deficiencies and requirements for corrective action Reviews contractor's receipt of invoices procured by contractor's purchase orders and certifies receipt in sufficient time to meet scheduled operations and to expedite delivery of payments.
Ensures compliance with procedural requirements on contractor's cost proposals for changes considered mandatory because of field conditions or as a result of additional needs imposed by higher authority.
Analyzes situation, develops cost estimates, and determines most practical methods of accomplishment and time involved for purpose of negotiation of proposals received from contractor.
Discusses with contractor marked differences preparatory to recommending approval or rejection of proposals.

Prepares and submits Housing assignment & termination orders to servicing finance office to start/stop Housing Allowances.
Schedules change of occupancy inspections, such as assignment, pre-final, and termination inspection of units.
Performs facility maintenance and cleanliness inspections and determines fair wear, and tear or occupancy damages.

Explains host nation specifics, rental laws and rental contracts, including military clause, insurance requirements, utilities, security deposits, damages, pets, and how to prepare a notice of termination.
Coordinates and attends appointments, and provides language translation with prospective landlords and tenants, assisting in rental negotiations, preparing private rental contracts and related host nation specific documents.
Schedules and attends in-check appointments, as required.
Provides guidance and determines eligibility for Overseas Housing Allowance (OHA) and Move-In Housing Allowance (MIHA Miscellaneous, Rent and Security).
Completes OHA and MIHA forms, obtains signatures from the appropriate approval authorities and submits to the servicing finance office.
Provides translation assistance to tenants with utility bills and other housing related matters.
Personally, conducts special and scheduled required surveys/ inspections and prepares reports regarding acquisition, disposal, furnishing, maintenance, repair and improvement (MRI), utilization, and improvements.
Conducts inspections of work-in-progress to ensure compliance with specifications, contract provisions and schedules for all housing services contract.
Identifies actual or potential problems and determines necessity for changes or remedial action.
Ensures adherence to safety program, checking work areas, methods of performance, etc..
Reviews, evaluates, and advises on contractor's quality control system.
Confers with contractors concerning sufficiency and suitability of equipment being used, numbers of workers, etc., to ensure completion of work on or ahead of schedule.
Settles discrepancies on the spot, reporting major deficiencies to supervisor.
Informs contractor on requirements concerning construction scheduling, progress reporting, work acceptance procedures, safety measures, and other matters related to contractual performance.
Tabulates the results of inspections and prepares routine and special reports and correspondence reflecting the status progress, noted deficiencies, and compliance with standards, and materials.
From records maintained and inspection of contractual work, prepares estimates of value of work in preparation of payment estimates.
Reviews invoices submitted by contract firms; checks for compliance with specifications and other contract terms; clears discrepancies and request changes.
Coordinates the operation, maintenance, and utilization of family housing assets with other installation organizations in order to assure timely maintenance, alteration, minor construction, painting, repairs, and inspections.
Serves as contract administrator assuring contracting office requirements are met.
Investigates problems arising from contractor non-compliance or interpretation of contract terms, and coordinates with contractor, appropriate using agency, and the Contracting Officer.
Regularly inspects work-in-progress to insure an acceptable level of workmanship and compliance with the terms of the contract.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: ?Applicants must meet the qualification requirements in the "General Schedule Qualification Standards" published by U.S Office of Personnel Management, as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-03 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education may be substituted for experience in accordance with the "General Schedule Qualification Standards" published by U.S Office of Personnel Management.
