**Organizational Setting**
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment and a better life, leaving no one behind.
The Infrastructure Services (CSLI) within the Logistics Services Division (CSL) is responsible for the maintenance of the FAO headquarters' premises and for providing services to FAO employees. CSLI also assists Decentralized Offices in facilities maintenance, technical projects, infrastructure activities and technically innovative systems to reduce their carbon footprint. In addition, CSLI coordinates the special safety projects funded by the Government of Italy, which involve upgrading headquarters' buildings to the current safety norms. Furthermore, it promotes the implementation of the Corporate Environmental Responsibility Strategy within FAO headquarters and Decentralized Offices.
The post is located in the Infrastructure Services (CSLI) within the Logistics Services Division (CSL) at FAO headquarters in Rome, Italy.

**Reporting Lines**
The Programme Officer reports to the Senior Facilities Management Officer/Head of CSLI.

**Technical Focus**
Implementation and monitoring of FAO functional objectives in coordination with programme coordination unit and the assigned Division.

**Key Results**
Develop, implement, monitor and evaluate assigned programme/projects.

**Key Functions**
- Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation;
- Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
- Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.;
- Prepares various written outputs, e.g. drafts background papers, analyses, sections of reports and studies, inputs to publications, etc.;
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

**Specific Functions**
- Coordinates administrative support at division/service level, including, where applicable, formulation of divisional procedures, coordination of audit issues, consolidation;
- Provides oversight function on compliance and internal controls;
- Implements and monitors the Programme of Work and Budget (PWB), according to workplans, ensures timely preparation of divisional PBR exercise;
- Ensures budgetary control and financial management for the Services, with focus on keeping the expenditures within the resources allocated, including Trust Funds;
- Reviews and sustains the potential need for adjustment to allotments that may arise during the course of implementation, in consultation with program coordination unit, and heads of relevant business units as appropriate;
- Coordinates the planning of human resources, supports the recruitment process for staff and NSHR positions to ensure achievement of programme and management of objectives of the Services;
