Reporting Structure

Under the overall supervision of the FAO Representative (FAOR) and the FAO Deputy Representative, along with direct oversight from the FAO Water & Agriculture Technical Advisor, the Water Accounting Specialist will undertake the following responsibilities:

Technical Focus

The incumbent will closely collaborate with the FAO Technical Advisor to spearhead the execution of water accounting (WA) initiatives as part of the project aimed at enhancing climate resilience among vulnerable agricultural households in Southern Iraq. This project is supported by the Swedish International Development Cooperation Agency (SIDA).

Key Responsibilities

The consultant will engage in a variety of tasks, including but not limited to:

• Develop a curriculum to guide local water accounting teams, facilitated by a national consultant.

• Deliver training and mentorship on water accounting concepts, tools, and methodologies.
o Block 1- foundational concepts and rapid water accounting & governance analysis (RWA&GA).
o Block 2- practical applications of RWA&GA in selected governorates, including remote coaching.
o Block 3- application of modeling and remote sensing techniques for water accounting, with potential use of WaPOR.
o Block 4- advanced practical training on water accounting in the same governorates.
o Block 5- concluding training sessions focused on effectively communicating water accounting outcomes and governance analysis. These sessions will culminate in a national workshop on water accounting to present and discuss the approach and findings.

• Mentor the national WA specialist and teams in developing local water accounting assessments through regular virtual meetings and in-country missions.

• Assist in the preparation and evaluation of WA-related reports and presentations.

• Compile case studies on water accounting practices in Iraq.

• Identify training needs and areas for improvement in water accounting capabilities.

• Execute other related duties as necessary.

• Travel to Iraq is anticipated.

CANDIDATE EVALUATION CRITERIA

Minimum Qualifications

• Advanced degree in Economics, Water Resources Management, Hydrology, Agriculture, Applied Remote Sensing, or related disciplines.

• A minimum of 5 years of relevant experience in the water sector.

• Proficiency in English and Arabic.
