Organizational Context
The FAO Regional Office for Asia and the Pacific (RAP) leads FAO's initiatives to achieve food security across the Asia-Pacific region. FAO's primary objectives include: the eradication of hunger, food insecurity, and malnutrition; the elimination of poverty; and the sustainable management and utilization of natural resources, including land, water, air, climate, and genetic resources for the benefit of current and future generations.
Under the Corporate Initiative Taskforce on Scaling up Members' access to environmental and climate finance, RAP aids FAO Member Countries in strategizing and developing proposals to access financing from sources such as the Global Environment Fund (GEF), the Green Climate Fund (GCF), and the Adaptation Fund, to fulfill their climate ambitions in the agriculture and land-use sectors. FAO has developed the first multi-country GCF Readiness project for the Asia region with support from six Southeast Asian countries. Additionally, FAO is implementing a complementary Technical Cooperation Project focused on enhancing the capacity of policymakers to mobilize investments for resilient and low-emission agrifood systems in Asia, aligned with Article 6 of the UNFCCC Paris Agreement.
This three-year readiness project, titled "Agriculture Sector Readiness for Enhanced Climate Finance and Implementation of Koronivia Joint Work on Agriculture Priorities in Southeast Asia," involves Cambodia, Lao PDR, Malaysia, Philippines, Thailand, and Vietnam. The project will be executed in close collaboration with the respective Nationally Designated Authorities (NDAs) and the Ministries of Agriculture through the ASEAN Climate Resilience Network focal points of each participating country. This regional initiative aims to build capacity for accessing climate finance in the agriculture sector and create opportunities to scale promising models at both national and regional levels. Participating countries will share experiences and co-create proposals for sector-specific climate action at the regional level with experts in public and private sector climate and agriculture finance. Investment plans will focus on enhancing farmers' access to resources and finance to address climate change risks.
Under Outcome 2.1 of the project, national participatory assessments will be conducted to evaluate climate change risks and opportunities in the agriculture sector, engaging government agencies, civil society organizations, women's groups, and private sector actors.
To support the execution of these project activities, FAO is seeking a motivated and dynamic consultant to serve as a Climate Foresight and Scenarios Development Expert. The consultant will also contribute to the development of related outputs under the regional Technical Cooperation Programme (TCP) project on decarbonization pathways, including specific mitigation actions for agrifood systems to inform Long-Term Strategies (LTS) and Article 6 planning activities. The position will be home-based with occasional travel to the six participating countries.
Reporting Lines
The incumbent will work under the technical supervision of the FAO Lead Technical Officer (LTO) and will report primarily to the project Regional Coordinator and International Agriculture and Climate Change Specialist, with overall administrative supervision from the FAO Regional Office for Asia and the Pacific, FAO Representatives in participating countries, the FAO-GCF Coordination Unit, and in close collaboration with dedicated project staff and operational partners at the regional and country levels.

Tasks and Responsibilities
The consultant is expected to assist the Climate Foresight and Scenarios Development Specialist in analyzing climate-related risks and opportunities in the agriculture sector. This will involve engaging various stakeholders, including government agencies, civil society, women's groups, and the private sector, in a tailored foresight planning process through the following specific tasks:
- Support the preparation of national participatory assessments for three participating countries to characterize the agriculture sector's climate change risks and opportunities, in consultation with relevant stakeholders. This task will include:
- Finalization of the climate foresight planning brief.
- Curriculum Development:
- Designing a comprehensive training of trainers (ToT) curriculum covering key climate foresight planning concepts, methodologies, and tools.
- Developing training materials, including handouts, presentations, and case studies.
- Trainer/facilitator Selection and Preparation:
- Identifying and selecting a pool of potential trainers (at least two focal points in each country).
- Conducting a briefing session for trainers to familiarize them with the curriculum and training approach.
- Evaluating the effectiveness of the ToT program and making necessary adjustments for future integration into deliverables.
- Providing ongoing support and resources to national focal points/facilitators.
- Assist with the organization and implementation of Foresight Workshops, along with related reports: Workshop Report and Climate Smart Assessment Report.
- In collaboration with the Climate Foresight and Scenarios Development Specialist, develop components of the Regional Multi-Stakeholder Consultation Report:
- Conducting multi-stakeholder influence mapping for each country and at the ASEAN level.
- Producing a brief radar figure of key stakeholders and emerging ones.
- Developing training materials for the foresight exercise.
- Drafting and finalizing the report.
- Perform other duties as required.
Candidates Will Be Assessed Against the Following
Minimum Requirements
- University degree in climate change, land use management, agricultural economics, development economics, project management, business administration, or a related field.
- At least five years of relevant experience in policy advice and analysis related to foresight and scenario development to inform policy and planning exercises concerning food and agriculture systems and climate change.
- Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO official languages (Arabic, Chinese, French, Russian, and Spanish) (for COF.REG). In the case of PSA.SBS, a working knowledge of English will suffice.
