BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Strategic and Operational Information Management (SOIM) function plays a critical role in creating and maintaining a common operational picture of WFP operations. With Country Offices (COs) reporting directly to the Deputy Executive Director and Chief Operating Officer (DED&COO), the need for a streamlined, coherent, and responsive flow of strategic and operational information is essential. 

To support this shift, the DED&COO Office is consolidating the Operational Information Management global function to ensure that information flows between Global Headquarters (GHQ) and COs are timely, accurate, and strategically aligned. This consolidation enables a unified executive voice and strengthens evidence-based decision-making across all levels of the organization. 

The OIM function is responsible for coordinating, consolidating, and managing information flows, ensuring that WFP leadership has access to a consistent and comprehensive operational picture, while also reducing duplication and enhancing coherence in internal and external messaging. 

ACCOUNTABILITIES/RESPONSIBILITIES:

Maintain regular formal and informal communication with assigned regional and country offices to ensure effective information flow between Global Headquarters (GHQ) and COs. Collate the information provided by assigned regions and COs into internal COO processes and products to inform corporate briefs, actions, and information flows. Support DED/COO meetings related to countries in the assigned region, including preparing briefs and ensuring relevant information is available to facilitate decision-making. Support all information management tasks for the assigned region and countries including setting up the OPSCen room for related meetings, maintaining the front and back end of OPWeb, and proactively engaging with cross-functional colleagues to support field requests. Work closely with assigned RO and COs to regularly circulate information on the context, operations, and critical events through Daily Operational Briefs, situation updates, ED briefs, and other reporting products. Regularly engage with colleagues from cross functional teams to enhance the political, humanitarian and policy landscape pertaining to WFPs operations to have an informed holistic view of issues impacting WFP in the region. Work closely with team members in the COO and backstop/support other team members. When one colleague is out of the office, provide temporary replacement support to ensure there are no gaps in coverage Fill rotational coverage of COO processes which are divided amongst the entire COOE Support team lead with longer-term planning and implementation of OIM initiatives including updates to normative guidance and the OIM compendium, learning and development opportunities, review/revisions/rollout of reporting templates and related guidance, and contributing to brainstorming on the OPSCen setup and service. Any other business as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in International Relations, Political Science, Conflict Analysis, Information Management, Journalism, Data Science or other relevant fields.

Experience:

Between 6 and 10 years of postgraduate related professional work experience.

Knowledge & Skills:

  • Strong writing skills with a demonstrated ability to research, draft and clear concise information products or analyses.
  • Excellent analytical and conceptual skills.
  • Excellent knowledge of humanitarian operations, methods and systems.
  • Knowledge of current political events; advanced, region-specific knowledge is an advantage.
  • Strong ability to use standard office software (MS Office).
  • Knowledge of design or graphic software is an advantage.
  • Knowledge of data visualisation and/or base management is an advantage.

Languages:

Fluent in English, with excellent writing skills. Good working knowledge (level B) of a second UN language, preferably French, Spanish or Arabic, is desirable.
