JOB TITLE: External Communications Consultant

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Technology and connectivity are rapidly reaching some of the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. In the next two years WFP aims to establish, integrate, and mainstream the core elements of an end-to-end digital business process.
In this context, the Technology Division (TEC) is determined to be a flexible, customer-centric, digital leader and the External Communications Consultant will play a key role in developing a strategic approach to support this business objective. This requires an experienced and digitally savvy expert who can develop and leverage relationships with key stakeholders to achieve results that position WFP and TEC positively.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Lead of Communications (TEC) and in close coordination with the Communications, Advocacy and Marketing Division (CAM), the incumbent will:
1.Support the TEC Division comms strategy.
2.Define and support a portfolio of clients and solutions, which includes key stakeholders within all TEC branches, regions, products and services, as well as their counterpoints across WFP to translate business objectives into communication objectives. This includes, but is not limited to TEC Management Team, project & product leads and directors/senior managers in other parts of WFP.
3.Develop and maintain integrated objectives, narrative and messaging to balance the overall needs of the division with individual clients to anticipate opportunities and minimize (but also respond to) last minute requests. This includes helping to source contacts/content and supporting validation for the TEC Comms team.

4.Supporting and delivering internal, external and leadership comms activities that drive TEC, WFP and UN priorities; maintaining a clear focus on the results that will generate for beneficiaries, partners and governments.
5.Create and edit content and collateral for multiple platforms, including websites, intranet, socials, press release, media kits, events, brochures, factsheets, presentations, talking points, videos, photos & infographics. Edit policy documents into single page summaries using plain language.
6.Working in close coordination with the Communications, Advocacy and Marketing Division (CAM), maintain a crisis communications plan and material that will anticipate and mitigate reputational risk to WFP in the event of crisis related to digital transformation and data, helping position both the TEC division and WFP in a positive light.
7.Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of communications specific risks.
8.Work with key stakeholders across WFP to understand and map their needs, risks and blockers, encouraging feedback, identifying proof points and harvesting stories.
9.Identify ways to help each stakeholder demonstrate the value of technology & digital transformation for their business objectives across WFP, including for localized preparedness and sustained/emergency field operations.
10.Identify and support training for communication skills required across clients.
11.Develop and maintain a list of media contacts and influencers in the digital space that could increase the impact of TEC Comms, with potential upscaling to the Communications, Advocacy and Marketing Division (CAM).
12.Develop performance measurements that focus on outcomes, not just outputs.
13.Support other TEC comms teams in case of overflow or breaks in service.
14.Other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

•Social media and traditional media strategies and editorial calendars developed and executed, with positive media secured on the work of TEC.

•Crisis communications plan maintained and related material developed and disseminated across the organization.

•Communications material on responsible data developed and disseminated across the organization.

•Performance measurements based on outcomes, rather than outputs.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University Degree and/or advanced courses/training with emphasis in one
or more of the following disciplines: Journalism, Marketing, Communications or other field.
Experience: 5+ years of experience in Marketing, journalism, digital communications and/or specialized communications practices in IT or Digital solutions, ideally international.
Knowledge & Skills:
Excellent communication and negotiation skills with the ability to persuade, influence and adapt communication styles to different situations and individuals; Excellent oral, editing and writing skills; Strong creative problem-solving and detail oriented; Ability to manage competing priorities.
Languages: Ability to lead, coach, motivate a diverse team
Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP's working languages) is desirable
