BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
As the United Nations World Food Programme (WFP) continues to strive as a customer-centric and data-driven organisation in support of a more effective and efficient humanitarian and development system, it needs to maintain robust policies and governance frameworks that underpin its digital efforts. The Policy Analyst will analyse and support the development of effective policies and governance frameworks that underpin WFP's growing digital investments and the growing importance of IT as an enabler for the implementation of the WFP Strategic Plan. The policy analyst will advise on defining processes, roles and responsibilities, goals, and objectives, based on a consultative and multi-stakeholder process and relevant assessments and evaluations. He/she will report to the Head of IT Governance.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.Lead the drafting and/or quality assurance of, required policies that emanate from decisions of the WFP's management, governance bodies, audits, and other oversight recommendations. Emphasis will be placed on data related policies.
2.Conduct studies and internal assessments/evaluations to fill critical knowledge gaps and understand lessons learned, and disseminate good practices on the use of ICTs; document findings and make recommendations. This task will require assessing the health of the portfolio of data and technology policies and defining policy priorities in partnership with subject matter experts.
3.Engage with business units in the compliance with the policy decisions of the WFP's Digital Business and Technology Committee and its subsidiary bodies, and serve as focal point in the engagement in other policy processes in WFP with the aim of mainstreaming digital lens in them.
4.Represent WFP in technical-level technology and data-related for a UN system and other international, seeking to provide up-to-date inputs to relevant WFP policies as needed and to position WFP in international events.
5.Collaborate with TEC colleagues as required on the roll-out and monitoring of IT strategy implementation.
6.Manage the process to conduct research and drafting evidence-based policy/position papers/guidance as specified in the policy plan.
7.Design the engagement with and the support to the Digital Business and Technology Committee (DBTC), Technology Investment Committee (TIC) and WFP IT Advisory Board (ITAB), leveraging their expertise to support WFP's work as needed.
8.Other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
1.Policies and strategic papers emanating from audits and management and governance board decisions and as identified in the unit workplan.
2.Contributions to the roll out and monitoring of the IT strategy implementation as required.
1.Assessments/outcome mapping/real-time evaluation of selected digital initiatives of the Division.
2.Organisation of the DBTC, TIC and ITAB meetings and related events as required.
3.Policy advice to TEC Management and WFP leadership.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree in public policy, project management, social sciences or another related field or First University degree with additional years of related work experience or trainings/courses.
Experience:
•At least 7 years of professional experience in policy formulation, including in technology and data, and in developing cogent advice including to senior management.
•Has built strong relationships across various functions of an organization. Has solid and direct experience in dealing with senior management, and in and in organizing strategic-level meetings.
•Has experience in conducting assessments, evaluations and other types outcome/impact analysis.
Knowledge & Skills
•Skilled in drafting policies, including IT related policies.
•Excellent research skills, and ability to synthesize complex information. Excellent critical thinking and proactive problem-solving abilities.
•Excellent oral, editing and writing skills.
•Strong project management skills. Ability to work independently, to prioritize and meet deadlines.
•Excellent communications and presentation skills and ability to ability to adapt communication styles to diverse situations and audiences. Collaborative interpersonal skills; hands-on team member, relationship-builder with a strong partnering skills and customer service orientation.
•General knowledge of UN system policies, rules, regulations and procedures governing administration is an asset.
Languages:
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Spanish is desirable.
