JOB TITLE: Data analyst

DURATION: 6 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Data & System Unit of the Analysis, Performance and Planning (APP) Division is seeking to fill a Data analyst position, who will be based at the United Nations World Food Programme Headquarters in Rome, Italy.
The APP Division in leads WFP's food security analysis and monitoring, supporting a large network of analysts in Regional Bureaus and Country Offices. Food security analysis is a cornerstone of the organization's work as it provides WFP, governments, and partners with the essential information to identify populations in need and target the most appropriate type and scale of interventions, as well as the necessary knowledge to inform policy decisions and advocacy efforts. APP oversees data generation for develops digital platforms and analytical tools for food security for vulnerability analysis, program outcome monitoring and the development of digital platforms and analytical tools. These include emergency and in-depth household and market assessments, spatial analysis, early warning information, food security and price monitoring, and economic and market trend analyses.
APP identifies different steps for planning of surveys to final dissemination of results, each in need of specific technological solutions. In particular, the planning phase pins down the specific questions, methodologies and indicators that will eventually address the research question that are available in a web-based application called Survey Designer that allows users to drag and drop from a range of pre-built standardized components to create their own survey instrument. After data collection is completed, the data is uploaded from field offices and stored in a centralized database using a web-based WFP application called Data Bridges, now operational for price and market data. This app instantly performs automatic quality checks and data validation while providing structured storage for the data.
The Data & System Unit (APP-RD) in APP is primarily responsible for practices and tolls around global and local analysis, studies, and monitoring. The Unit supports WFP Country Offices worldwide, develops and implements new analytical tools, prepares guidelines, manages data visualization, conducts applied research, and contributes to advocacy campaigns.
APP-RD is recruiting a Data analyst who will be the focal point to support WFP Country Offices in the expansion and testing of the household assessment data management system DataBridges. The incumbent will help creating and maintaining the content of the assessment ontology hosted in the Survey Designer. While doing so, the incumbent should support the development of all relevant data mapping documentation.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the overall supervision of the APP_RD's Head of Unit, the Data analyst will have the following responsibilities:
1.Support the development and scale-up of the data management tool (DataBridges) forhousehold assessment and monitoring data:
a.Support requests from WFP Country Offices and Regional Bureaus.
b.Map sources of data and analytical processes relevant to DataBridges in an entity-relationship model.
c.Manage relevant databases.
d.Lead the compiling of documentation required for IT solution development.
2.Support the development of household assessment tools in an open-standard ontologyor "codebook".
3.Support the expansion of the APP standardized scripts with new analytical content,overseeing the creation of new analysis packages for R, Stata, SPSS and/or Python.
4.Development of automated analysis pipelines with DataBridges and analysis packagescreated.
5.Support the development of advanced econometric models based on food security data.
6.Support Country Offices and Regional Bureaus with household, price, and market datamanagement, and with field missions as required.
7.Any other assigned task.
DELIVERABLES AT THE END OF THE CONTRACT:
1.DataBridges maintenance and development of application features.
2.Data architecture documentation for core applications related to DataBridges.
3.Core modules of the Codebook implemented in the Survey Designer
4.Scripts for core modules of indicator calculations and data analysis published in the RAMrepository.
5.Scripts for indicator calculations integrated in DataBridges and outputs saved indatabase views for DataViz.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in statistics, information technology, data science or similar relevant discipline.
Experience:
Previous relevant post-graduate experience in information technology and economic and/or food security analysis, including:
•Data management
•Quantitative analysis;
•Working with price and time-series analysis, economic and householdsurvey data;
•Participation in (household and/or market) field assessments is an asset.
Knowledge & Skills:
•Excellent analytical and conceptual skills;
•Excellent command of MS Office and MS SQL;
•Good knowledge of Python, R or STATA;
•Knowledge of Python, GAMS, R, SPSS, STATA coding skills is an advantage;
•Knowledge of data management and IT solution delivery skills;
•Good writing skills with a demonstrated ability to write concise technicaldocumentation;
•Attention to detail;
•Problem-solving attitude and creativity;
•Ability to work both with minimal supervision and as part of a team;
•Ability to establish effective working relations with persons of differentnational and cultural backgrounds;
•Willingness to participate to field mission.
Languages:
•Fluent written and spoken English (level C);
•Working knowledge (level B) of French, Arabic or Spanish is an advantage.
