BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The WFP Technology Emergency Preparedness & Response Branch (TECF) is responsible for coordinating and managing the IT response to emergencies for WFP and - as the Emergency Telecommunications Cluster (ETC) lead agency - the wider humanitarian response community. As the operational branch of WFP Technology Division, this branch leads global coordination, advocacy and partnerships for the ETC and is driving realization of the ETC strategy, which seeks to ensure that all those preparing and responding to humanitarian emergencies – including disaster-affected people - have access to vital communications services.
In order to fulfil its mandate, there is a need for an ETC Learning and Development Specialist working remotely to, develop, implement, and evaluate capacity building activities for the ETC, and also support stakeholder engagement and other foundational work to strengthen management of activities.
Under the direct supervision of the Project Officer, Learning and Development, the candidate will be expected to produce learning material, including e-learning modules and class-based presentations, in a form of ready complete packages as well as deliver specific training to selected participants along with identified Subject Matter Experts (SME). The candidate will also be expected to closely coordinate with TEC colleagues, cluster partners and wider stakeholders (i.e. WFP, governments, local partners, etc), establishing lasting partnerships and capacity at global and local levels.

ACCOUNTABILITIES/RESPONSIBILITIES:

•Lead the continuous improvement of ETC course packages;

•Engage with SMEs within WFP and amongst ETC partners;

•Deliver and evaluate ETC courses;

•Post-delivery, adjust any required content to update and finalize the ETC courses for the next delivery;

•Support the ETC team with need analysis and capacity building consultation as required.

DELIVERABLES AT THE END OF THE CONTRACT:

•Deliverable 1: Deliver and evaluate primary (scheduled) phases of the ETC Coordinator Pathway to 20 participants using a combination of online modules and classroom assignments.

•Deliverable 2: Deliver and evaluate the Let's Connect Communities course to 20 participants using a combination of online modules and classroom assignments.

•Deliverable 3: Preparation, delivery, and evaluation of the gear.UP simulation exercise

•Deliverable 4: Support the design and development of a regional ICT Training

•Deliverable 5: Provide capacity building representation, guidance, and facilitation to Global ETC and partners

•Deliverable 6: Support the continuous improvement of systems and processes including updating of relevant manuals, documents, and learning paths.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

•Completion of secondary school education required. University degree in Training Management, Adult Learning, Instructional Design, Human Resources Management, Social Sciences or any other relevant field, desired.

•Recognized teaching and training qualification (CTLLS/PTLLS/DTLLS) desirable.
Experience:

•10+ years of experience with at least 3+ years of training/ instructional design experience and implementation of learning development projects.

•Experience in developing high level training design documents, scripts and storyboards to support the development of online and in-class learning resources.

•Demonstrated experience in designing and delivering online and in-class learning programmes and materials in a variety of training environments for different audience groups.
Knowledge & Skills:

•Highly skilled in instructional/ training design with demonstrated ability to apply these skills across a wide range of context, media and subject matter.

•Highly skilled inter-personal and communication skills and ability to convey complex technology enhanced learning concepts in understandable terms.

•Detailed knowledge of online eLearning authoring tools, other learning technologies and a broad comprehension of how relevant internet-based tools can be used to best effect the delivery of online training solutions.

•Experience of working with and utilising a range of online authoring tools including Articulate 360 Suite.

•Skilled in giving guidance and direction to subject matter experts to promote good collaborative relationships during the development phases of training document and storyboard development


•Skilled in writing effective technical reports and communications materials.

•Exemplary presentation and teaching skills.

•Strong creative problems solving skills and ability to work without ambiguity, display a pragmatic approach to building relationships and consensus across diverse global teams.

•Strong interpersonal skills and ability to establish and maintain effective working relationships with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;

•Ability to actively listen and incorporate different perspectives into the work process;

•Ability to plan and organize work programme; ability to work with minimum supervision under own initiative;

•Flexibility to travel to different locations including hardship duty stations to deliver training courses.
Languages:
Fluency in English language. Intermediate knowledge of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's additional working language, Portuguese, is desirable.
