JOB TITLE: Information Management Developer and IT Manager

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP as the lead agency of the Logistics Cluster maintains a Global Logistics Cluster Support Team (GLC) based in the Supply Chain Division of WFP HQ in Rome. It is comprised of a diverse, multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. WFP aims to enhance the global partnership for sustainable development, complemented by multi-stakeholder partnerships that mobilize and share knowledge, expertise, technology and financial resources to support the achievement of the SDGs in all countries, in particular developing countries. 1. Relief Item Tracking Application (RITA): Specific background: WFP provision of services with operational focus can be divided into Mandated Humanitarian Common Services and On-demand Services. The services are offered in support of implementation of the partners' services. Mandated Humanitarian Common Services act as a support function to facilitate efforts of the larger humanitarian community, are administered by one or more organizations and authorized by an established inter-agency process. Mandated Common Services include the Logistics Cluster. On-Demand Services could be delivered by WFP Country Offices or by RBs or HQ with Supply Chain Division and Management Service Division coordination and support as required. These services are provided on request to an organization, or group of organizations, on direct full cost recovery basis. WFP as the lead agency of the Logistics Cluster maintains a dedicated unit, based in the Logistics Division of WFP HQ in Rome, to provide global support for Logistics Cluster operations and activities. To ensure accountability and transparency to donors and the larger humanitarian community on expenditures and outcomes, as well as proper funds management, the Logistics Cluster/Sector and Bilateral Service Provision, whether mandated or on-demand services, have developed a specific software - called RITA – which meets the Service Provider requirements for handling 3rd party cargo/services. This Software was developed in-house and requires regular developer support to implement new features adapt to changing user and customer requirements. Over the past years, the OSCL has improved RITA interface, developed new features and applications to improve different aspects of the system such as user-friendly, speed and activity reports. Objectives: To provide Support to humanitarian operations, including active Logistics Cluster operations as well as WFP Bilateral Service Provision. Software Developer, based in their home location, will provide technical Support related to maintenance and development of RITA. Reporting Line: The RITA Developer reports to the Service Provision and Service Management Unit Lead 2. Logistics Information Exchange platform (Log:ie): Objectives Implement the Global Logistics Cluster Support Team work-plan, specifically the implementation and further development of the logistics information exchange platform log:ie. Additionally, to ensure that Logistics Cluster operations at field level meet the expectations of partners and donors for logistics support through coordination, information management, and service provision. Reporting Line The data engineer reports to the Logistics Cluster Log:ie Project Manger.

ACCOUNTABILITIES/RESPONSIBILITIES:

Relief Item Tracking Application (RITA) The RITA Software developer will act as the focal point for providing technical expertise and development concerning ongoing support for RITA. They will work closely with the RITA Programme Manager and cluster members deployed in the field Supporting common cargo services. The developer will entire the system continues to evolve and remain a reliable, stable software platform for the GLCSC and activated Logistics Clusters.

1. Provide software development and advice on the further enhancement of RITA in coordination with the RITA development team.

2. Ensure issues raised in the RITA Ticket Tracking System are addressed in a timely manner.

3. Provide technical advice on how RITA can continue to evolve as a software solution to the Cargo tracking needs of the Logistics Cluster and other WFP Units.

4. Ensure RITA provides the necessary reporting metricsrequired by active clusters in field locations

5. Responsible for the supervision and guidance to any other developers hired to provide temporary technical support to software development.

6. Train WFP ICT staffing the ability to maintain RITA on WFP servers and conduct basic programming maintenance Issues.

7. Support field operations through the timely issuance of bug fixes and software updates required to support operational success.

8. Ensure proper documentation of all coding work undertaken and technical reference manuals remain up to date.

9. Recognize and access the sensitivity of information obtained; respect the confidential nature of sources of information where relevant; and ensure all publications are in line with OSCC/OSCL standards and templates.

10. Upon receipt of business requirements specified by BSP, advise a technical solution and estimated time/cost to implement.

11. When agreed, implement the necessary changes and test technical solution; ensure that and developments do not undermine existing functionality.

12. Ensure confidentiality and security all Information stored on 'the Supply Chain Maps.

13. Ensure that development procedures are respected in terms of version control, publication of documentations.

14. Support field operations through the timely issuance of bug fixes and software updates required support operational success.

15. Ensure proper documentation of all coding work undertaken and technical reference manuals remain up to date.

16. Liaise with TEC and Supply Chain to support development of NFI Tracking Tool project.

17. Perform other related duties as required. Logistics Information Exchange platform (Log:ie) The Log:ie Software developer will act as the focal point for providing technical expertise and development concerning ongoing support for Log:ie. They will work closely with the Logistics Cluster Preparedness Lead Officer and cluster members deployed in the field Supporting Preparedness project. The developer will entire the system continues to evolve and remain a reliable, stable software platform for the GLCSC and on-going GLC Preparedness Field Projects.

18. Work on projects prioritized in the GLC work-plan to facilitate and support the continued development of the Logistics Cluster preparedness project, in particular the logistics information exchange platform log:ie. 19. Support the implementation, scale-up and further development activities of log:ie and related components.

20. Identify project risks and establish a risk management and business continuity framework for identified risk scenarios.

21. Support the log:ie implementation in targeted project countries

22. Upon receipt of business requirements specified by the Logistics Cluster Preparedness Lead Officer (using the required ticketing system), advise a technical solution and estimated time/cost to implement.

23. When agreed, implement the necessary changes and test technical solution; ensure that developments do not undermine existing functionality. Ensure that development procedures are respected in terms of version control, publication of documentations.

24. Ensure that development procedures are respected in terms of version control, publication of documentation.

25. Support field operations through the timely issuance of bug fixes and software updates(using the required ticketing system) required to support operational success.

26. Ensure proper documentation of all coding work undertaken and technical reference manuals remain up to date.

27. Provide subject matter expertise to the GLC Community Solutions Team.

28. Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

First Minimum Viable Product (MVP) version of Logistics Cluster Preparedness and Response Platform is rolled out and available for targeted Logistics Cluster Preparedness Project Countries.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in Computer Science, Data sciences, Social Science (ideally in cross-over subject to data sciences), Engineering, Math or relevant field with additional related work experience in information management and data analytics.

Experience: Minimum of seven years working experience in programming and project management, preferable related to software development, data analytics and information management. Previous working experience in fields of supply chain and emergency logistics preferred. Experience from humanitarian-related fields is strongly desirable. Working experience in the field of data analytics, information management. Ideally working experience in the context of humanitarian aid, international emergency response, emergency preparedness or related fields. Knowledge & Skills: Excellent knowledge of web frontend development techniques: JavaScript, HTML/ Ajax, CSS. Excellent knowledge of the Java, EE environment specifically JSF and IPA specifications. Good knowledge of GIS (ideally ArcGIS) is desirable. Strong understanding of database design and architecture. Strong knowledge in database analysis, ideally python. Knowledge of the software development process; being up to date with modern web technologies and trends; familiarity with, and ability to use programming environments to successfully complete necessary tasks.

Languages: Fluency in spoken and written English is required; working knowledge of another UN language strongly preferred
