Job Title: MEAL Manager

Job Summary:

The MEAL Manager will be responsible for developing and implementing a monitoring, evaluation, and learning strategy for AVSI Lebanon Mission. This includes designing and maintaining management information systems, conducting data analysis, and providing technical assistance to program teams.

Key Responsibilities:

  • Develop an integrated monitoring strategy and framework to ensure effective monitoring and evaluation of AVSI programs;
  • Design and maintain management information systems to track program performance and outcomes;
  • Conduct data analysis and provide technical assistance to program teams to improve program quality and impact;
  • Ensure that all monitoring and evaluation activities are aligned with AVSI's strategic objectives and are conducted in accordance with international humanitarian guidelines;
  • Supervise and support the MEAL team in their work, including community liaison and information system teams;
  • Represent AVSI in MEAL working groups and establish networking with other organizations to share best practices and learning;
  • Contribute to the development of new project proposals by drafting TOC and log frames, budgeting for MEAL activities, etc.

Requirements:

  • University degree in a relevant field, such as political sciences, public administration, international affairs, economics, or a related field;
  • At least 3-4 years of professional experience in humanitarian and/or development organizations in a similar position;
  • Strong working knowledge of English (spoken and written) and strong knowledge of a second language between Italian and French is highly recommended;
  • Knowledge of Arabic will be an asset;
  • High level ability in quantitative as well as qualitative research methods;
  • Significant experience in designing and maintenance of management information systems and tools;
  • Excellent analytical skills and ability to effectively use different statistical packages;
  • Ability to coordinate and manage a team;
  • Experience in training/mentoring staff (capacity building to local staff is paramount for the position);
  • Solid experience in proposal writing (ToC, log frames) and strong knowledge of PCM;
  • Ability to communicate scientific data to communities, programme staff, and partners in a simple and clear manner.
