Organizational Overview: The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the Agenda through the FAO Strategic Framework by supporting the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems. The Office of Climate Change, Biodiversity, and Environment (OCB) plays a crucial role in ensuring that countries and stakeholders address the challenges of climate change, biodiversity loss, and environmental degradation.

OCB provides cross-organizational coordination on climate-related issues and serves as the focal point for major multilateral environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC) and the Convention on Biological Diversity (CBD). The Office also assists FAO Members in responding to the interconnected challenges of food security, climate change, and environmental degradation.

Key Responsibilities: The Programme Officer will report to the Senior Coordinator of the GEF Unit and will focus on:

  • Managing GEF project and fee cash flow, monitoring, and reporting.
  • Providing guidance and capacity building to the FAO-GEF community on financial management of GEF resources.
  • Conducting research on selected aspects of programs and operations, analyzing statistical data, and presenting findings.
  • Supporting policy coordination and evaluation functions, including reviewing emerging development issues.
  • Participating in survey initiatives and preparing various written outputs, such as analytical notes and reports.
  • Coordinating budget funding activities and preparing related documents and reports.

Specific Functions: The Programme Officer will serve as the focal point for GEF financial matters, support the GEF Senior Coordinator in liaising with corporate units, and assist in managing project grant and fee cash flow. The role includes preparing analytical reports on GEF project resource utilization and engaging with technical officers for follow-up actions.

Minimum Requirements: Candidates must possess an advanced university degree in business administration, public administration, international studies, economics, or a related field, along with three years of relevant experience in project or program management.

Competencies: Candidates should demonstrate results focus, teamwork, effective communication, and knowledge sharing.

Technical Skills: Relevant experience in administration, finance, resource management, and advanced knowledge of planning and budgetary processes is essential.

General Information: FAO reserves the right not to make an appointment. Extension of fixed-term appointments is based on performance certification and availability of funds.
