BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the foremost humanitarian organization dedicated to combating global hunger. WFP's mission is to realize the goal of Zero Hunger within our lifetime. Each day, WFP operates globally to ensure that no child goes to bed hungry and that the most impoverished and vulnerable populations, especially women and children, can access the nutritious food they require.

The Global Partner Countries Division (GPC) within the Partnership and Innovation Department (PI) bolsters organization-wide initiatives to fulfill resource requirements at both corporate and country levels through proactive engagement with governmental and public sector entities. Within GPC, the Thematic Team (GPCT) propels the Changing Lives Agenda by systematically and strategically fundraising for thematic and developmental initiatives.

In response to the escalating food crisis and to support Sustainable Development Goal 2, WFP is investigating innovative financing solutions from diverse public and private funding sources to mobilize essential resources for the most vulnerable individuals and communities. Under the Critical Corporate Initiative (CCI) Fit for Future in a Changed Funding Landscape, WFP is enhancing partnerships and identifying and piloting innovative financing solutions.

This consultancy aims to establish dedicated capacity within the GPC to broaden the Division's comprehension of innovative financing solutions and enhance WFP's engagement with donors at both HQ and field levels to mobilize resources through innovative finance models, focusing on key thematic areas, particularly in climate and resilience building.

ACCOUNTABILITIES/RESPONSIBILITIES:

As the liaison for the GPC Thematic Team under the CCI's Fit for Future, the consultant will be responsible for:

Leading Donor and External Partner Engagement: Analyze donor strategies and conduct mapping of priority donors for innovative financing discussions. Cultivate and maintain relationships with governmental donors to advocate for innovative financing models across thematic sectors. Organize events for donors to showcase innovative financing models. Identify funding opportunities and spearhead resource mobilization with donors on thematic proposals. Assist in expanding relationships with public and private sectors involved in innovative finance. Identifying Innovative Financing Integration Models: Contribute to the formulation of practical financing integration models that combine bilateral, multilateral, public, and private sector resources. Research and propose best practices for financing integration. Implementing Resource Mobilization Plans: Aid in the execution of WFP's Corporate Resource Mobilization Plan. Update WFP's Climate and Resilience investment pipeline by integrating new innovative finance project concepts. Overseeing Seed Funding: Manage and supervise the distribution of seed funding to Country Offices (COs) for the development of innovative finance proposals aimed at resource mobilization. Supporting Regional Bureau (RB) and Country Offices (COs): Provide capacity-building support to RB and COs on thematic innovative financing engagement. Assist COs in presenting their innovative financing initiatives to potential donors. Offer guidance and support to COs in crafting compelling proposals.

DELIVERABLES QUALIFICATIONS AND EXPERIENCE REQUIRED:

Comprehensive report on donor strategies and priorities to promote innovative financing models. Detailed accounts of donor engagement activities and results. Thorough innovative financing integration models and recommendations. Successful support and showcasing of COs' innovative finance initiatives. Updated content in the resource mobilization plan and investment pipeline. Planning document and report on the utilization of seed funding.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Development, Finance, Economics, Business Administration, or related fields.

Experience:

At least 7 years of progressively responsible experience in international development, finance, climate change, or a related field. Proven track record in donor engagement, resource mobilization, and innovative finance models. Experience in designing and managing climate and resilience projects is desirable. Familiarity with public and private sector financing mechanisms, particularly in climate financing, is an asset.

Knowledge and Skills:

Strong understanding of innovative finance and blended finance models. Excellent analytical, presentation, and communication skills. Ability to forge strategic partnerships and engage with a diverse range of stakeholders. Proficiency in project management and financial analysis.

Languages:

Fluency in English. Knowledge of Spanish, French, or Arabic is a strong asset.
