BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Following growing demand for processed and specialized nutrition products, increased interest amongst WFP Country Offices and host governments, increased novel operations involving a varied high risk food basket, fresh and perishable foods, meal provision within a variety of different operations - emergency, CBT, commodity voucher, School Feeding and food quality identified as a corporate risk, the role of the Food Quality and Safety (SCOQ) unit is evolving.
WFP is strengthening its food quality and safety management by transitioning from end – product testing to quality assurance. This is done through enhanced product specifications, supplier audits and development of effective incident management systems among other initiatives.
Recently, a high management FSQ Committee has been assembled to define the organization's strategy and risk appetite around the topic.
With evolving needs of SCOQ Unit, technical and managerial support is sought after from a senior consultant to support the development of a strategy and policies for FSQ within WFP, as well as guide WFP's management in FSQ related topics.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Consultation on the development of roadmap and strategy for the implementation of Food Safety and Quality culture and systems within WFP
2. Food Safety and Quality advice on strategic matters to the unit and senior management of WFP
3. Food Safety and Quality consultation on policy development and implementation
4. Consultation on food incident management process, training and implementation
5. Ad-hoc consultation for food incident assessment, root cause evaluation, coordinated field approach and resolution
6. Expert consultation in technical and managerial management of Food Safety, Quality, R&D and Regulatory Affairs related topics
7. Expert consultation on Food Safety, Quality and food technology related topics (e.g.: thermal treatment processes standards and validations, technical expectations for manufacturers, food contaminants, interpretation of emerging risks)
8. Other duties as necessary

DELIVERABLES AT THE END OF THE CONTRACT:

- Successful completion of technical and strategic tasks proposed to the consultant

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in Food Safety and Quality or other field relevant to the required tasks above
Experience:

Minimum 12 years of experience within Food Safety, Quality and R&D in global roles
Knowledge & Skills:
1) Managerial experience leading technical teams;
2) FSQ policy, systems and culture development and implementation in large-sized food organizations.
Languages:

English
