The European Public Law Organization (EPLO) is currently recruiting a Director General for Technical Cooperation, a Director for Italian Funded Projects and a Director for Co-Funded Projects.

Organizational Setting

The EPLO is an International Inter-Governmental Organization headquartered in Athens, Greece, mandated to promote Governance and Public Law worldwide.

The EPLO has the Status of Observer at the United Nations General Assembly, the International Labour Organization (ILO), the International Organization for Migration (IOM), and the World Intellectual Property Organization (WIPO).

The positions are located within EPLO's Department for Technical Cooperation which is responsible for the design, development and management of the technical cooperation projects of the Organization.

The Director for Italian Funded Projects and the Director for Co-Funded Projects will be reporting to the Director General for Technical Cooperation.

Core Functions and Responsibilities

1. Director General for Technical Cooperation

• Plan and manage the work of the Technical Cooperation team,
• Prepare work plans, ensure a balanced workload distribution and monitor work performance.
• Coordinate and lead the Technical Cooperation team.
• Ensure that projects and programs are developed and implemented in the most efficient and effective manner.
• Lead the development of program frameworks and projects/programs in collaboration with State institutions, technical departments and development partners.
• Coordinate and guide program/project monitoring and assessments.
• Assess progress and report on achievement of project results.
• Lead and coordinate project implementation, promoting the development of implementation capacity and the introduction of innovative approaches and modalities.
• Ensure targeted delivery levels are met.
• Develop and participate in resource mobilization activities with States, bilateral donors, the private sector and other non- traditional sources of funding, as part of a coordinated departmental effort.
• Build and maintain strategic partnerships and alliances with a wide range of stakeholders.

2. Director for Italian Funded Projects

• Coordination and management of the assigned Italian Funded projects.
• Coordination and management of the ELGS participation in Erasmus+ and other co-funded programs in cooperation with the academic staff and the educational administrative units.
• Monitor the execution of Funding Agreements/Contracts with Donors/Contracting Authorities to ensure compliance with implementation schedule, deliverables, reporting, procurement and other obligations.
• Support all aspects of project implementation, including development and monitoring of workplans, budgets and logical frameworks.
• Coordinate Erasmus mobility schemes for students, academic staff, and administrative staff, in cooperation with the relevant offices.
• Maintain at all times a clear overview of the project status, progress and possible problems, in order to brief management at short notice and initiate corrective actions if needed.
• Draft timely and accurate narrative and technical reports to the Donor for clearance by supervisor.
• Update project budget and financial forecasts on a regular basis in collaboration with the Finance Department.
• Identify suitable experts to be recruited under the project and draft their Terms of Reference.
• Coordinate and support project experts, provide them guidance and instructions, facilitate their missions.
• Participate to field missions and perform expert assignments in areas of specialization.
• Research and identify relevant calls for proposals, tenders and funding opportunities.
• Build and maintain partnerships and networks with universities, research institutions, public bodies, and other eligible organizations in the context of Erasmus+ programs or other co-funded programs aligned with academic and research interests.
• Develop and draft relevant project proposals and concept notes for funding.
• Build partnerships/networks with relevant partner organizations in the framework of projects, proposals and other cooperation opportunities.

3. Director for Co-Funded Projects

• Coordination and management of assigned co - funded projects.
• Monitor the execution of Funding Agreements/Contracts with the Contracting Authorities to ensure compliance with implementation schedule, deliverables, reporting, procurement and other obligations.
• Support all aspects of project implementation, including development and monitoring of workplans, budgets and logical frameworks.
• Maintain at all times a clear overview of the project status, progress and possible problems, in order to brief management at short notice and initiate corrective actions if needed.
• Draft timely and accurate narrative and technical reports.
• Update project budget and financial forecasts on a regular basis in collaboration with the Finance Department.

Professional Experience

1.Director General for Technical Cooperation

• At least 10 years of professional experience in the development and management of all types of projects including projects funded by national and international donors (e.g. EU, WB, UN, bilateral agencies), co-funded projects, etc. including 8 years of professional experience relevant to the position.
• Proven track record of project management skills, including strong knowledge of Project Cycle Management (PCM) processes applied to projects funded by international donors (e.g. development of logical frameworks, workplans, monitoring, evaluation, etc.).
• Good knowledge of rules and procedures applying to the management of donor-funded projects (e.g. EU Practical Guide to Contract Procedures for EU External Actions (PRAG)).

2. Director for Italian Funded Projects

• At least 8 years of professional experience in the development and management of projects funded by national and international donors (e.g. EU, WB, UN, bilateral agencies) including 6 years of professional experience relevant to the position.
• Proven track record of project management skills, including strong knowledge of Project Cycle Management (PCM) processes applied to projects funded by international donors (e.g. development of logical frameworks, workplans, monitoring, evaluation, etc.).
• Good knowledge of rules and procedures applying to the management of donor-funded projects (e.g. EU Practical Guide to Contract Procedures for EU External Actions (PRAG)).
• Experience in the management and implementation of Erasmus+ programs and good knowledge of rules, procedures, and contractual requirements applicable to the management of co - funded and Erasmus+ projects.

3. Director for Co-Funded Projects

• At least 8 years of professional experience in the development and management of co-funded projects including 6 years of professional experience relevant to the position.
• Proven track record of co-funded projects management skills.
• Good knowledge of rules and procedures applying to the management of co-funded projects.

Required qualifications for all positions

• University Degree - preferably a Master's Degree - from an accredited academic institution in Law, Political Sciences, Economics, Business Administration or related fields.
• Fluency (oral and written) in English.
• Computer proficiency in standard software applications (MS Office, etc.).
• Familiarity and professional experience in areas of work of the EPLO: e.g. governance, rule of law, human rights, public administration reform, sustainable development, etc.
• Excellent writing and presentation skills.
• Experience in an international and multi-cultural environment.

The Director General for Technical Cooperation, the Director for Italian Funded Projects and the Director for Co-Funded Projects will be EPLO staff members and therefore international civil servants.
