Organizational Overview
FAO contributes to the realization of the Agenda through its Strategic Framework, supporting the transformation towards more efficient, inclusive, resilient, and sustainable agrifood systems. This is aimed at achieving better production, improved nutrition, a healthier environment, and enhanced quality of life, ensuring that no one is left behind.
The Animal Production and Health Division (NSA) of FAO aids Member Nations in enhancing the livestock sector's contribution to the Sustainable Development Goals (SDGs). A key focus area involves assessing the interactions between livestock systems and the environment. The division has developed the Global Livestock Assessment Model (GLEAM) to quantify global environmental impacts and employs lifecycle assessment (LCA) methodologies to evaluate greenhouse gas emissions.
To enhance the model's relevance for formulating mitigation policies, NSA has initiated a project to update data and methodologies, creating a new generation of the model (GLEAM-X) as a comprehensive web application capable of simulating greenhouse gas (GHG) emissions and the effects of mitigation across various scenarios and scales, from individual farms to national and regional levels.
Reporting Structure
The Livestock Policy Officer (specializing in Livestock and Climate Change) will report to the Livestock Policy Officer (Systems Analysis), under the overall supervision of the Chief of NSAL.
Technical Focus
The incumbent will assist the team in expanding and refining methodologies used to quantify emission baselines and assess the impact of mitigation strategies for livestock systems. This includes recommending and implementing advanced approaches for additional species and emission sources, systematically collecting and harmonizing relevant global datasets, and ensuring proper documentation according to international standards while coordinating contributions from various internal and external collaborators.
Key Responsibilities

  • Conduct research and analysis on technical, social, economic, environmental, institutional, and technological information related to policy issues to support program delivery.
  • Generate a variety of technical information, data, statistics, and reports, along with inputs for technical documents and web content.
  • Provide technical support and analysis for various assessments, studies, and initiatives, including backstopping for field projects.
  • Collaborate in the development of improved tools, systems, processes, and databases.
  • Participate in multidisciplinary teams and lead working groups, collaborating with other divisions and promoting best practices.
  • Facilitate capacity development activities within Member Nations, including policy support and organizational development.
  • Promote knowledge sharing and best practices at international meetings and influence stakeholders in consultations.
  • Support resource mobilization activities in line with the FAO Corporate Strategy.

Specific Functions

  • Assist in the technical implementation of projects in collaboration with NSA colleagues and external partners.
  • Ensure timely delivery of planned project activities according to established implementation plans.
  • Aid in the recruitment of project team members.
  • Organize and facilitate advisory group meetings, ensuring recommendations are integrated into web application design and implementation.
  • Plan and conduct training workshops focused on capacity-building related to GHG emissions in livestock systems.
  • Prepare and submit reports detailing project progress and outcomes.
  • Participate in internal and external meetings, coordinating outreach and communication with other divisions and partner agencies.
  • Assist in developing online training materials, guidance documents, webinars, and support resources for stakeholders.
  • Contribute to the preparation of scientific publications and reports validating methods and data used in the application.
  • Perform other related tasks as necessary.

CANDIDATE ASSESSMENT CRITERIA

Minimum Qualifications

  • Advanced university degree in animal science, veterinary medicine, environmental engineering, environmental science, biology, sustainable agriculture (including livestock, forestry, and fisheries), or a related field.
  • A minimum of five years of relevant experience in assessing environmental impacts through production chains, particularly concerning GHG emissions, preferably within livestock agrifood systems.
  • Proficient working knowledge of English (level C) and intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) (level B).

Technical/Functional Skills

  • Experience in multiple locations or areas of work, particularly in field positions, is desirable.
  • Excellent communication skills (both written and oral) with the ability to engage effectively with various stakeholders.
  • Experience managing and processing large (geospatial) datasets.
  • Relevant experience working with inter-governmental bodies and in multidisciplinary, multicultural environments.
  • Proven ability to draft concise technical reports and/or scientific publications.
  • Experience in managing multiple project components effectively.
  • Demonstrated experience in developing web applications and/or visualization dashboards is considered an asset.
